Kamusal beyaz filler ve kamu özel sektör ortaklıkları

Abstract

Kamu özel sektör ortaklıkları (KÖSO), kamusal beyaz fillerin kamuya en az yükle değerlendirilmesi ve yeni kamusal beyaz fillerin oluşmasına engel olabilecek araçlardır. Bir KÖSO, ekonomik açıdan uygulanabilir projeleri, ekonomik açıdan uygulanamaz projelerden ayırt etmek ve diğerlerini reddetmek için faydalı olabilir. Bu çalışmada, öncelikle kamusal beyaz fillere karşı KÖSOların ne gibi faydalar sağlayabileceği incelenmiştir. Daha sonra kamusal beyaz fillere karşı KÖSO uygulamalarında risklerin neler olabileceği tartışılmıştır. Mevcut uygulamalar üzerinden konu Türkiye açısından değerlendirilmiştir. Kamu maliyesi açısından ortaya çıkabilecek sonuçlar tartışılmıştır.

Public Private Partnerships (PPPs) are ends which can keep down the burden of public white elephants for the government at minimum level and prevent the emerging of new public white elephants. PPPs can be beneficial for distinguishing the economically applicable projects from inapplicable economically and refusing the others. In this paper, first of all, the possible benefits of PPPs for public white elephants are examined. Then, the possible risks of PPPs for public white elephants are discussed. This issue is evaluated for Turkey on the basis of current practices. The possible emerging results are discussed in the sense of public finance.
