Water in the middle east: the scarce resource in the region

Abstract

Soğuk Savaşın sona ermesiyle birlikte, güvenlik kavramında bir genişleme yaşanmaya başlanmıştır. Çevresel güvenlik kavramı da söz konusu genişleyen güvenlik kavramının boyutlarından birini oluşturmaktadır. Sınıraşan su kaynaklarının yol açabileceği devletlerarası çatışmalar da çevresel güvenlik kavramı içinde değerlendirilen konulardan biri olarak karşımıza çıkmaktadır. Bu çalışmada, Dicle-Fırat Havzası çığır ülkeleri arasında, su kaynaklarına erişim ya da su kalitesinin bozulması ile ilgili sorunların nedeni ya da etkeni olduğu bir çatışmanın oluşma olasılığı değerlendirilmiştir. Çalışmada, ayrıca, havza ülkeleri arasında gelecekte oluşabilecek bir çatışmanın önlenebilmesi için yerel, ulusal ve devletlerarası düzeyde alınması gereken sürdürülebilirlik önlemleri ve işbirliği olanakları incelenmiştir. Since the end of the Cold War, the concept of security has been widened. The concept of environmental security forms one of the dimensions of the widening security concept. Violent conflicts among states arising from transboundary water resources are one of the issues that fall within the realm of the concept of environmental security. In this study, the probability of a violent conflict among the riparian states of the Euphrates-Tigris Basin was analyzed, in which the water allocation and degradation problems are the reasons or agents of this conflict. Also, the sustainability measures and opportunities of cooperation on the local, national and inter-state levels were examined in order to prevent a future violent conflict among the riparians of the basin.
