Abstract
ÖZETŞikâyet Defterleri, 17. yüzyıl ortalarından itibaren Mühimme defterlerinden ayrı olarak tutulmaya başlanan şikâyet hükümlerinin kaydedildiği defterlerdir. Bu defterlerden Osmanlı Devleti’nin siyasi, sosyal ve ekonomik yapısı hakkında bilgilere ulaşılmaktadır. Bu çalışmada “68 Numaralı Atîk Şikâyet Defteri”nin inceleme ve transkripsiyonu yapılmıştır. Bu defter H.1127 / M.1715 tarihine aittir. Daha çok Rumeli sancaklarıyla ilgili hükümlerin yer aldığı bu defterde miras, alacak-verecek davaları, ahali arasındaki anlaşmazlıklar, timar, vergi, vakıf meseleleri, idareciler ile ilgili problemler ve eşkıyalık faaliyetlerinden söz edilmektedir .
ABSTRACTComplaint Registers, which were first being kept in 17th century separately from the Registers of Significant Affairs (Muhimme), provide insight into the political, social and economic structure of the Ottoman Empire. This study is a review and transcription of “Former Complaint Register no 68”. This register dates back to 1715 (the Gregorian Calendar) / 1127 (the Hegira Calendar). Focusing mostiy on decisions and judgments regarding Rumelian Districts, this Register contains matters about inheritance, debts, lawsuits for claims and debts, disputes between common folks, timar, foundation issues, problems related to administrators and banditry.
