Abstract
Yoksullukla mücadele çerçevesinde sosyal yardımların sunumu sürecinde Sosyal Yardımlaşma ve Dayanışma Vakıfları(SYDV) önemli bir yer tutmaktadır. Bu bağlamda çalışmamızda SYDV tarafından yapılan sosyal yardımlara sosyal yardım faydalanıcılarının bağımlılık oluşturma durumu incelenmiştir. Araştırmamızın amacı SYDV’nin yoksulluğun giderilmesindeki rolü ve bu görevi yerine getirirken görev yapan SYDV çalışanları algısına göre sosyal yardım kullanıcılarının bağımlılık oluşturma durumunu ortaya koymaktır. SYDV tarafından gerçekleştirilen yardımlardan faydalanan kişilerin yardımlara bağımlılık oluşturma durumunu SYDV çalışanlarının algısı üzerinden belirlemek ve olası sorunlara yönelik çözüm önerileri oluşturmak bu çalışmanın içeriğini oluşturmaktadır. Bu tezin kapsamı İstanbul ilinde bulunan ilçe SYDV’lerinde çalışanlardan oluşmaktadır. Araştırmamızın yöntemi nitel araştırma deseninden oluşmaktadır. Bu doğrultuda 22 SYDV çalışanı ile mülakatlar yapılmıştır. Katılımcılara SYDV, sosyal yardım, yoksulluk ve bağımlılık perpektifinden oluşan sorular yöneltilmiş ve bu bileşenlerden sosyal yardım faydalanıcılarının bağımlılık oluşturma durumu irdelenmek istenmiştir. Mülakatlar üzerinde içerik analizi ile çalışılmıştır. Bu çalışma sonucunda SYDV çalışanları algısında sosyal yardımlara sosyal yardım faydalanıcılarının bağımlılık oluşturduğu tespit edilmiştir.
Social Assistance and Solidarity Foundations (SYDV) have an important place in the process of providing social assistance within the framework of combating poverty. In this context, in our study, the dependency of social assistance beneficiaries to social assistance provided by SYDV has been examined. The aim of our research is to reveal the role of SYDV in eliminating poverty and the dependency status of social assistance users according to the perception of SYDV employees who work while fulfilling this task. The content of this study is to determine the dependency of the people who benefit from the aid provided by SYDV through the perceptions of the SYDV employees and to propose solutions for possible problems. The scope of this thesis consists of employees working in district SYDVs in Istanbul. The method of our research consists of a qualitative research design. Accordingly, interviews were conducted with 22 SYDV employees. Questions consisting of the perspective of SYDV, social assistance, poverty and dependency were asked to the participants and it was aimed to examine the dependency status of social assistance beneficiaries from these components. Content analysis was used on the interviews. As a result of this study, it has been determined that social assistance beneficiaries are dependent on social assistance in the perception of SYDV employees.
