Yerel yönetimlerin eğitim ve fen eğitimindeki rolü : Ulusal ve uluslararası uygulamalar, yönetici görüşleri ve bir model önerisi

Abstract

Eğitimde başarılı olan ülkelerdeki yerel yönetimlerin, eğitim hizmetlerinde ülkemize göre daha aktif rol aldığı araştırma sonuçlarına yansımıştır. Söz konusu yerelleşme politikaları sonucu; merkezi yönetimin eğitim hizmetleri ile ilgili bazı sorumluluklarını yerel yönetimlere devreden uygulamalar görülmektedir. Eğitim hizmetlerinin yerelleşmesi ile birlikte yönetim, mali kaynak, müfredat ve personel ile ilgili yaşanan sorunların çözülmesi ve öğrencilere daha kaliteli bir eğitim hizmeti sunabilmek hedeflenmiştir. Nitel araştırma yöntemlerinden durum çalışması ile yürütülen bu çalışma, Türkiye’de ve gelişmiş ülkelerde yerel yönetimlerin eğitim alanındaki yetki, görev ve sorumlulukları ile uygulamalarını inceleyerek ve yerel yöneticilerin eğitim hizmetlerindeki yerel yönetimlerin rolüne ilişkin görüşlerini analiz ederek ülkemizdeki yerel yönetimlerin eğitim hizmetlerindeki rolü ile ilgili bir model geliştirmek amacıyla yapılmıştır. “Türkiye’deki yerel yönetimlerin eğitim alanındaki rolü nasıl olmalıdır?” sorusu kapsamında; her bir ülkedeki (Türkiye, Fransa, İtalya, İngiltere) yerel yönetim sistemleri genel çerçevede incelenmiştir. İstanbul ilindeki altı belediye (Beşiktaş, Kadıköy, Üsküdar, Ümraniye, Çekmeköy ilçelerindeki belediyeler ve İstanbul Büyükşehir Belediyesi) ile Fransa, İtalya ve İngiltere ‘deki yerel yönetimlerin (Paris, Roma, Londra Belediyeleri) genel olarak eğitim alanında, özelde de fen bilimleri alanında yürüttüğü faaliyet ve projeler detaylı olarak analiz edilmiştir. Yerel eğitim yöneticileri (okul ve belediye eğitim yöneticileri) ile araştırmacı tarafından geliştirilen görüşme formu aracılığıyla yerel yönetimlerin eğitim hizmetlerindeki rolüne ilişkin görüşmeler yapılmıştır. Tüm bulgular analiz edilerek ülkemizdeki belediyelerin eğitim alanındaki rolüne ilişkin bir model önerisi geliştirilmiştir. Belediyelerin mevcut durumda sunduğu eğitim hizmetlerini MEB koordinasyonunda hazırlanacak bir yönetmelik çerçevesinde nitelikli olarak sunabileceği değerlendirilmiştir. Etkili iletişim, hesap verilebilirlik ve şeffaflık, sürdürülebilirlik, çeşitlilik, erişilebilirlik, sistematiklik, etkin paydaş ve uzman iş birliği, objektif değerlendirme ilkeleri ve hizmet standartları çerçevesinde yürütülecek kaliteli belediye eğitim hizmetlerinin, örgün eğitim hizmetlerini de olumlu etkileyeceği belirlenmiştir. Belediyelerin etkili, bilimsel informal eğitim ortamlarının oluşturulmasında, yaygınlaştırılmasında ve söz konusu ortamlardaki eğitim faaliyetlerinin sürdürülebilirliğinin sağlanmasında aktif olarak rol alabilmesinin teşvik edilmesi araştırma önerileri arasında yer almaktadır.

It is reflected in the results of the research that local governments in countries that are successful in education play a more active role in education services compared to our country. As a result of these decentralization policies, some responsibilities of the central government regarding education services are transferred to local governments. With the decentralization of education services, it is aimed to solve the problems related to management, financial resources, curriculum and personnel and to provide a better quality education service to students. This study, which was conducted with a case study, one of the qualitative research methods, was conducted to develop a model for the role of local governments in education services in Turkey by examining the authorities, duties, responsibilities and practices of local governments in the field of education in Turkey and developed countries and by analyzing the views of local administrators on the role of local governments in education services. Within the scope of the question What should be the role of local governments in the field of education in Turkey?, the local government systems in each country (Turkey, France, Italy, England) were examined in a general framework. The activities and projects carried out by six municipalities in Istanbul (Beşiktaş, Kadıköy, Üsküdar, Ümraniye, Çekmeköy municipalities and Istanbul Metropolitan Municipality) and local governments in France, Italy and England (Paris, Rome, London Municipalities) in the field of education in general and science in particular were analyzed in detail. Interviews were conducted with local education administrators (school and municipal education administrators) about the role of local governments in education services through an interview form developed by the researcher. All findings were analyzed and a model proposal was developed for the role of municipalities in the field of education in Turkey. It has been evaluated that municipalities can provide qualified education services within the framework of a regulation to be prepared under the coordination of the Ministry of National Education. It has been determined that quality municipal education services to be carried out within the framework of effective communication, accountability and transparency, sustainability, diversity, accessibility, systematicity, effective stakeholder and expert cooperation, objective evaluation principles and service standards will positively affect formal education services. Encouraging municipalities to take an active role in the creation and dissemination of effective, scientific informal education environments and ensuring the sustainability of educational activities in these environments is among the research recommendations.
