Sultan II. Mahmud devri Tanzimat-ı Hayriye'nin hazırlanması : iktidar ve muhalefet'in meşruiyeti

Abstract

Bu çalışmada, Tanzimat-ı Hayriye'nin II. Mahmud devrinde siyâsî aklın topyekûn bir uzlaşısı ile hazırlanması mevzu edinilmektedir. Tanzimat'ın hazırlık safhasının incelenmesi için bir gerek şart olan değişim meselesi irdelenmiş ve bu meyanda Osmanlıların anlam ve değer dünyasının formülasyonu olan Kanun-ı Kadim ve bu kavramın açılımları olan daire-i adliye ve nizâm-ı âlem terkiplerinin arkeolojisi yapılmaya çalışılmıştır. Söz konusu kavram manzumesinin tahliliyle birlikte Osmanlı'da şer'-i şerif ve örf-i münifin tekabül ettiği gerçeklik sorgulanmış ve Osmanlıların siyâset felsefesinde bir devlet aklı teorisinin imkânı üzerinde durulmuştur. Ayrıca mevcut tarihyazımındaki hâkim paradigmanın açmazları, çelişkileri ve tutarsızlıkları irdelenerek yerine yeni bir tarih inşası yapılmaya çalışılmıştır. Bu meyanda, Kanun-ı Kadim'in teorik ve pratik olarak ikiye ayrıldığı, teorik tarafının Tanzimat'a değin berdevam olduğu, pratik tarafının ise konjonktüre göre her devir yeniden pratize edildiği görülmektedir. Çalışmada, Osmanlı batılılaşması, modernleşmesi, sekülerleşmesi ve mümasili değer yüklü yaklaşımlar yerine Kanun-ı Kadim izanının mahiyeti tebarüz ettirilmiş ve Tanzimat'ın 19. asrın konjonktüründe daire-i adliye formülasyonuna (yani Kanun-ı Kadim'e) dayanan bir proje olduğu ifade edilmiştir. Söz konusu bağlamda Osmanlı'da değişim ve dönüşüm vâkıası, Tanzimat'ı hazırlayan siyâsî, askerî, iktisadî ve içtimâî faktörler, ayrıca bir siyâsî darbe olarak Yeniçeri Ocağı'nın ilgası tahlile tabi tutulmuş, iktidar ve muhalefetin rant ve kudret paylaşımındaki hesaplaşmaları irdelenmiştir.

In this study, the preparation of Tanzimat-i Hayriye with the whole consensus of political mind during the reign of Mahmud II has been discussed. The changing problem which is prerequisite to examine the preparation phase of Tanzimat-i Hayriye have been scrutinized. In this respect, I have make archaeology on Kanun-i kadim, the formulation of the meaning and moral world of Ottoman state, and the expansions of this notion, the compounds of Nizâm-i Âlem and Daire-i adliye. Şer'-i şerif and örf-i münif that corresponds to the reality in Ottoman Empire has been questioned and dwelt on the possibility of any theory of raison d'état in the political philosophy of ottoman empire through the examination of the aforementioned system of notions. Besides, with probing into the dilemmas, contradictions, and inconsistencies of dominant paradigm, a new construction of history has been tried to be made in return for current historiography. In this respect, it is seen that Kanun-i kadim is divided into two halves as theoretical and practical, theoretical aspect had persisted until Tanzimat and the practical aspect is practiced itself again and again in regard to conjuncture of every period. In this study, the character of the understanding of Kanun-i Kadim has been revealed instead of the modernization, westernization, secularization of Ottomans and other similar value-laden approaches and it is stressed that Tanzimat is the project that relies on the formulation of Kanun-i Kadim in the conjuncture of 19th century. In this context, the phenomenon of changing and transformation, military, economic, and social factors prepared Tanzimat, the destruction of the guild of Janissary as a political coup in Ottoman have been analyzed and the reckoning of the government and opposition in terms of sharing the income and power has been scrutinized.
