Abstract
Emek süreçleri, esneklik,sağlığın piyasalaşması, sendikal örgütlenme, neoliberal politikalar ÖZET EMEK SÜREÇLERİNİN ESNEKLEŞMESİNİN TÜRKİYE SAĞLIK SEKTÖRÜNDE SENDİKAL ÖRGÜTLENMELERE ETKİLERİ Emek süreçleri kapitalizmin gelişim sürecinde sermaye birikim rejimine uygun olarak farklı şekillerde düzenlenmiştir. Kapitalizmin ilk dönemlerinde esnek olarak düzenlenen emek süreçleri, emeğin katı olarak düzenlendiği fordist üretim sisteminin 1970’li yılların sonunda krize girmesiyle birlikte yeniden esnekleşmiştir. Esnek üretim sistemleri olarak ortaya çıkan bu yeni birikim rejimi, IMF, DB ve DTÖ gibi küresel aktörlerin etkisiyle neoliberal politikalar aracılığıyla pek çok ülkede geniş uygulama alanı bulmuş ve pek çok alan metalaştırılmıştır.Çalışmaya konu olan sağlık emek süreçlerinin esnekleşmesi de bu alanlardan biridir. Bu çalışmanın amacı da Dünya’da ve Türkiye’de emek süreçlerinin dönüşümünü kapitalist üretim sürecinde tarihsel olarak incelemek ve gelinen son aşamada Türkiye’de emek süreçlerinin esnekleşmesinin sağlık hizmet sunumuna ve sağlık emekçilerine etkilerini tartışmaktır. Aynı zamanda bu çalışma, Türkiye’de sağlık alanındaki üye potansiyeline sahip kamu sağlık sendikalarının sağlık emek süreçlerinin esnekleşmesi karşısındaki mücadele araçlarını ve politikalarını da tartışmayı amaçlamaktadır. THE İMPACTS OF FLEXİBİLİZATİON İN LABOUR PROCESSES ON UNİONİZATİON İN TURKİSH HEALTH SECTOR Labour process is regulated in accordance with the capital accumulation regime. In the early periods of capitalist development labour processes used to be regulated in a flexible manner. Since the crisis of the fordist mode of production in 1970s, system of production turned into a flexible system of production. This new regime of capital accumulation arising through the flexible system of production, under the impact of global actors such as IMF, WB and WTO and by means of neoliberal policies find a wide implementation area in lots of countries. With these policies of flexibility many parts of social and economic life began to be commodified. Flexibilisation of labour processes in the health sector, which is the theme of this research, is among the mentioned commodified areas. Main objective of this research is to historically analyze the transformation of labour processes witihn the development of capitalist production processes in Turkey and also at the global scale and at the final stage to discuss the impacts of transformation to the health service and health employees. This research, at the same time aims to discuss the politics and means of struggle of the trade unions of public health workers against the flexibilisation of labour processes in the health sector.
