Abstract
Siyasi partiler yaklaşık 200 yıllık bir geçmişe sahip olmasına rağmen demokratik sistemin baş aktörü haline gelmiştir. Edindiği bu rol, partilerle ilgili tüm meselelere ayrı bir değer atfedilmesine neden olmuştur. Siyasi partilerin iç işleyişinde demokratik esaslara uygun davranması şeklinde tanımlanabilecek parti içi demokrasi kavramı da bu anlayıştan dolayı önem kazanmıştır. Parti içi demokrasinin sorunları, yalnızca siyasi partilerin değil, demokratik sistemin ve ülkelerin en önemli sorunları olarak görülmektedir. Siyasi partilerin milletvekili adaylarını belirleme yöntemleri de parti içi demokrasinin güncelliğini koruyan ve çözüm aranan bir problemidir. Bu problem geçmişten bugüne dek ülkemizin gündeminde sıklıkla yer etmiştir. Özellikle Siyasi Partiler Kanunu’nun değiştirilmesi tartışmaları gündeme taşındığında bahsedilen ilk konu aday belirleme yöntemleriyle ilgili olmaktadır. Türk siyasi partilerinin aday belirleme yöntemlerinin demokratik olmadığı ve bu duruma özellikle Siyasi Partiler Kanunu’nun yol açtığı belirtilmektedir. Bu sorundan hareketle çalışmada, Türkiye’de geçmişten bugüne döneminde etkili olan siyasi partilerin tüzüklerinde yer alan yöntemler ve pratikteki uygulamaları ele alınmıştır. Demokrasiye aykırı olarak tanımlanan ve şikayet edilen mevcut durumun nedenleri ortaya konularak, sorunun çözümü için fayda sağlayabilecek yöntem önerileri sunulmuştur.
Political parties have a history of nearly 200 years, but have become the leading actor in the democratic system. His role has resulted in a separate value attheforating all issues related to parties. The concept of intra-party democracy, which can be defined as acting in accordance with democratic principles in the inner workings of political parties, has also gained importance due to this understanding. The problems of intra-party democracy are seen as the most important problems of the democratic system and countries, not just political parties. The methods of identifying parliamentary candidates of political parties are also a problem that maintains the up-to-dateness of intra-party democracy and seeks solutions. This problem has been frequently on the agenda of our country from the past to the present. In particular, when the debate stirs up the amendment of the Law on Political Parties, the first issue mentioned is related to the methods of nominating candidates. It is stated that the methods of nominating turkish political parties are undemocratic and this is especially caused by the Law on Political Parties. Based on this problem, the methods and practical practices of political parties that have been influential in Turkey from the past to the present are discussed. The reasons for the current situation, which is defined and complained about as contrary to democracy, have been presented with method proposals that can benefit the solution of the problem.
