Sosyal Haklar Sütunu'nun AB'nin sosyal meşruiyetine etkisi : bir girdi-çıktı analizi

Abstract

Siyasal örgütlenmeler varlığını ortaya koymak ve sürdürmek için meşruiyet zeminine dayanmak zorundadırlar. Meşruiyet bireylerin siyasal örgütlenmelere neden destek olacağı ve benimseyeceği sorusunun yanıtıdır. Bu noktada bir siyasal örgütlenme olan AB’nin varlığını sürdürme koşullarını araştırmak gereksinim olmuştur. Çalışmada ilk bölümde meşruiyet kavramı açıklanmış, ulus devletin meşruiyetinin ortaya çıkma sürecinden bahsedilmiştir. Ardından AB’de kurumsal, demokratik ve sosyal meşruiyet açıkları açıklanmıştır. İkinci bölümde sosyal meşruiyetin tesisiyle ilişkili görünen sosyal politika, sosyal vatandaşlık, sosyal haklar ve refah devleti kavramları açıklanarak, AB’nin tarihsel sürecinde sosyal politikaların gelişimden bahsedilmiştir. Son bölümde ise bir hukuksal metin olan Sosyal Haklar Sütunu’nun içeriği ve metin üzerinden sosyal meşruiyetin nasıl tesis edileceğine dair bir girdi-çıktı analizi yapılmıştır.

Political organizations have to be grounded on legitimate bases to set forth and sustain their existence. Legitimacy is the answer to the question that asks why do individuals support and approve political organizations. At this stage, the conditions that help the European Union to sustain its legitimate existence as a political organization, are needed to be researched. In the first chapter of the research, the concept of legitimacy is explained and the rise of the legitimacy of nation state is considered. Then, the EU’s legitimacy deficit is set forth from the institutional, democratical and social points of view. In the second chapter, the notions, which seem related to the establishment of social legitimacy, such as social politics, social citizenship, social rights, and the welfare state are explained and especially the development of social politics in EU history is considered. Finally, in the last chapter, the content of the European Pillar of Social Rights, which is a legal text, is scrutinized and an input-output analysis about how to establish social legitimacy from the point of this text is carried out.
