Uluslararası ticaret açısından Türkiye Güney Kore karşılaştırılmasında inovasyon etkisi

Abstract

Küreselleşme süreci ile birlikte uluslararası ticaret hacmi dünyada her geçen gün büyümektedir. Bu durum ise ülkeler arasında küresel rekabetin sürekli olarak artmasına neden olmaktadır. Nitekim, ülkelerin gerçekleştirmiş olduğu inovasyon faaliyetleri de bu rekabet ortamında avantajlı konuma geçebilmek için önem arz etmektedir.Aynı dönemlerde kalkınma sürecine giren Türkiye ve Güney Kore’nin bu açıdan değerlendirilmesi de oldukça önemlidir. Çünkü, Güney Kore inovasyon faaliyetlerinin önemini erken kavrayıp ekonomik kalkınmasını bu doğrultuda gerçekleştirebilen bir ülke konumundadır. Türkiye ise inovasyon faaliyetleri açısından Güney Kore ile kıyaslandığında istenilen seviyeye değildir, ancak her geçen gün ilerleme göstermektedir. Güney Kore, bilim ve teknoloji politikaları çerçevesinde AR-GE faaliyetlerine gereken önemi vermiş ve bu çalışmaların sonucunu almıştır. Türkiye ise yakın zamana kadar yaşanan siyasi ve ekonomik sıkıntılar nedeni ile AR-GE faaliyetlerine gereken kaynağı ayıramamıştır. Nitekim, inovasyon faaliyetlerinin en önemli çıktıları arasında yer alan bilimsel yayın ve başvurulan patent sayısı açısından Güney Kore, Türkiye’den çok daha fazla ileri durumdadır. Bütün bu gelişmeler sonucunda, uluslararası ticaret açısından iki ülke arasında ciddi farklılıklar oluşmuştur. Güney Kore küresel rekabetin her geçen gün arttığı piyasalarda yüksek teknolojili ürünler ihraç etmekte iken, Türkiye daha düşük teknolojili ürünler ihraç etmektedir. Bu durum Güney Kore’nin genel itibariyle dış ticaret fazlası vermesine, Türkiye’nin ise kısa vadede cari açık sorununu çözememesine neden olmaktadır.

With the globalization process, international trade volume is increasing day by day in the world. This, in fact, leads to a continual increase in global competition among countries. Thus, in order to be able to reach an advantageous position, the realized innovations of the countries are also considered important.Turkey and South Korea, entering the development process at the same time, are also very important to be evaluated from this perspective. Because South Korea is a country that understood the importance of innovation activities early and in lined its economic development in this particular direction. Turkey compared with South Korea in terms of innovation activities, is not at the desired level but shows progress every day. South Korea has given the required preference to R&D activities within the framework of science and technology policies and has realized the outcomes of these efforts. However, Turkey has not been able to allocate the required resources of R&D due to the consistent political and economic problems. Thus, in terms of the scientific publications and number of applications for patents, which are considered the most important outcomes of the innovation activities, South Korea is much ahead of Turkey.As a result of these developments, there have been serious differences between the two countries in terms of international trade. South Korea exports high-tech products to the markets where the global competition increases day by day while Turkey exports more low-tech products to the same markets. This situation causes South Korea to have an overall trade surplus and Turkey to be unable to solve the short-run trade deficit problem.
