Abstract
TÜRKİYE’DE EĞİTİM SİSTEMİNİN YENİDEN YAPILANDIRILMASI VE SİVİL TOPLUM KURULUŞLARIYLA İLİŞKİSİ Bu çalışmada Türkiye’de sivil toplum kuruşlarının eğitim alanında sundukları politikaları, devlet ve sermaye gruplarıyla olan bağlantıları göz önünde bulundurularak aktarılmaya çalışılmıştır. Bu çalışmayı yaparken olabildiğince STK’ların ve sermaye örgütlerinin kendi yayımladıkları bültenlerinden, internet sayfalarından, kuruluş metinlerinden yararlanılmaya çalışılmıştır. Tezin tarihsel bir dizgiyi takip etmesine dikkat edilmeye çalışılmıştır. 1920’lerde devletin temelini oluşturduğu eğitim politikaları, devletin belirleyiciliği altında 1980’lere kadar sürerken 1980’lerde yaşanan neoliberal dönüşümle birlikte eğitim alanının devlet ve desteklediği sermaye örgütleri tarafından nasıl kar getirici bir sektör haline getirildiği gösterilmeye çalışılmıştır. 1990’ların ise neoliberal tahribatın ağırlığının hissedilmeye başladığı zamanlar olarak artan yoksullaşmayla eğitim hakkından da faydalanamayan insanların taleplerinin karşılanmadığı bir dönem olduğu gösterilmiştir. Günümüzde de gerek uluslararası ve ulusal sermaye örgütleri gerekse devletin desteğiyle STK’ların bir çıkış kapısı olarak ortaya atıldığının gösterildiği çalışmada, yalnızca soruna kısa vadede çözüm arayışına giden bu yaklaşımların sorunu çözmek bir yana eğitim alanında yaşanan eşitsizliği derinleştireceği, STK’ların gerek mali gerekse politik alt yapılarını oluşturan devlet ve özel sektörün sürecin yapıtaşları olduğunun görmezden gelinemeyeceği gösterilmeye çalışılmıştır.
ABSRACT REORGANIZATION OF THE EDUCATION SYSTEM IN TURKEY AND ITS RELATIONSHIP WITH NON GOVERNMENTAL ORGANIZATIONS In this thesis, I seek to introduce non-governmental organizations’ policies in the field of education taking into account their relationship with the state and capital groups. During the work, NGOs’ and capital organizations’ publications, web pages, and corporate records were investigated. The historical process of the mentioned fact is emphasized. In this research I seek to denote the change of education policies based on the state’s dominance from the construction of the new Republic until the 1980s. With the neoliberal transformation in the 1980s, the education service became a profitable business supported by the state and capital. The following decade, the 1990s, is also a period of time that ordinary people’s education requirements can not be supplied by the state because of neoliberal approaches affecting all public services and this problem augments with the increasing poverty. In the research I seek to criticise the solution raised by both national and international arenas composing NGOs as service supplier of education; because, these organizations envisaging short-timed solution are not only uneffectual but also destructive to the equality principle of the education system. In this research, the NGOs’ dependence to the state and private sector is emphasized; in other words, both political and economical infrastructure of these institutions are strongly related to governmental mechanism that we can not think an independant ideological formation of Turkey’s new education policy directed by the NGOs.
