Publication: Konsolide bütçe içerisinde sosyal güvenlik açıklarının yeri ve gelişimi
Abstract
Sosyal güvenlik son 15 yıldır gündemimizi meşgul etmektedir. Özellikle sosyal güvenlik sisteminde yaşanan sorunlar sıkça gündeme gelmiş, bunların ülke ekonomisine etkileri detaylı şekilde tartışılmıştır. Küreselleşen dünya ekonomilerine bakıldığında ise benzer sorunlarının yaşandığı görülebilecektir. Bu çerçevede ilk bölümümüzde sosyal güvenlik kavramı ve sosyal güvenlik olgusunun hem ülkemizde hem de dünyadaki gelişimi incelenmeye çalışılacaktır. Buna paralel olarak ilk bölümümüzün sonunda ülkemizdeki sosyal güvenlik yapısı ve kurumları ayrıntılı olarak incelenecektir. İkinci bölümümüzde ise sosyal güvenliğin finansmanı konusu geniş bir perspektifle incelenecektir. Çalışmamızın üçüncü bölümünde ise ülkemizde ve dünyada sosyal güvenlik sisteminde yaşanan sorunlar ve bunların kamu gelir-gider dengesine etkileri incelenecektir. Son bölümümüzde ise son sosyal güvenlik yasa tasarısı ele alınacak, özellikle uzun dönemden beri bahsedilen bu reform hareketinin son ve en önemli halkalarından birini oluşturan bu tasarının getirdikleri ve götürdükleri bu kısmında değerlendirilecektir. Çalışmamız sonucunda sosyal güvenlikle ilgili sosyal güvenlik kurumlarının önemli ve artan sorunlarla karşı karşıya bulundukları görülmektedir. Bu noktada getirilebilecek çözümlerin sosyal devlet ilkesine uyumu önemli bir sorundur.
Social security is discussed in Turkey at last 15 years. Especially problems in this area came to the agenda and the effects of these to the Turkish economy have been disputed detailly. So if we look to the globalizated world economies we can see the same problems. According to these in the first part of our thesis we have investigated the concept of social security and the development of this fact in Turkey, also all around the world. Besides this at the and of first part, the construction and the establishments of social security examined detailly. At the second part the finance of social security have been investigated in a wide frame. And at the third part the effects of problems in social security to financial deficit have been examined in Turkey, also all around the world. Eventually at the last part we will take up last law scheme of social security with minus and plus sides in Turkey, which is the last circle of main reform and is discussed for a long time. At the and of our thesis we can determine that the establishments of social security have came face to face with increasing and important problems. At this point the solutions at this area must be appropriate to the principles of social goverment.
