Türkiye'de dış ticaretin teknoloji yoğunluğu

Abstract

Günümüzde hayatımızın her alanında teknoloji kavramı kullanılmaktadır. İktisadi açıdan bakıldığında ise teknoloji, ülkelerin verimlilik kapasitesini arttırmasında ve dış ticarette rekabet gücü kazanarak büyümesinde en önemli faktörlerden biridir. Bu nedenle günümüzde ülkelerin dış ticaretinde teknoloji yoğunluğunun durumu ülkelerin küresel rekabet gücünün önemli bir göstergesidir. Bu çalışmada OECD’nin imalat sanayi ürünlerini teknoloji yoğunluklarına göre sınıflandırması baz alınarak Türkiye’de dış ticaretinin teknoloji yoğunluğunun incelenmesi amaçlanmıştır. Türkiye’de özellikle yüksek teknoloji ihracatının kapasitesi incelenerek mevcut durumu analiz edilmeye çalışılmıştır. Türkiye’de ithalatın ve ihracatın teknolojik yapısı incelendiğinde orta düşük ve orta yüksek teknoloji yoğun ürünlerin ağırlıklı olduğu görülmüştür. Türkiye’de yüksek teknoloji ihracat düzeyinin düşük olması dış ticarette rekabet gücünün düşük olduğunu göstermiştir. Türkiye’de katma değeri yüksek ürün ihracatlarını arttırmaya yönelik faaliyetler incelendiğinde ise araştırma-geliştirme harcamalarının, patent başvuru sayısının ve teknoloji yoğun doğrudan yabancı yatırımların yetersiz olduğu görülmüştür. Bu sonuç yüksek teknoloji ihracatında lider olan ülkelerle karşılaştırılarak elde edilmiştir. Çalışmada elde edilen bulgular neticesinde Türkiye’de yüksek teknoloji yoğun ihracatın ve yüksek teknoloji üretmeye yönelik faaliyetlerin yeterli düzeyde olmadığı görülmüştür.

In our times, the concept of technology is prominently used in all areas of our lives. From an economic perspective, technology plays an important role in expanding the growth of countries by increasing their productive capacity and competitive power in foreign trade. Therefore, the state of technology has become an important indicator of the global competitiveness of the countries. This study aims to investigate the technology intensity of foreign trade in turkey based on the OECD’S classification of the technological intensity of manufacturing industrial products. In Turkey particularly the capacity of the high-tech exports has been examined and also an attempt to analyze the current situation is undertaken. An analysis of the import and export structure of technology in Turkey reveals a higher weight of medium-low and medium high-tech products. The lower level of high-tech exports in Turkey shows the low competitiveness of the foreign trade of the country. When an analysis of the activities that increase the export of high value-added products are made, the expenditure of research and development, the number of patent applications, and technology-intensive foreign direct investment are inadequate. This result is obtained by a comparison with countries that are leaders in high technology exports. The result of this study demonstrates that a sufficient level of activity for the production of intensive high tech products and high-tech exports are lacking in Turkey.
