Avrupa birliği perspektifinde İstanbul Büyüşehir Belediyesi'nin yönetişim dinamikleri

Abstract

Kentlerin gerek fizik-mekân gerekse sosyo-ekonomık olarak gelişmesi ve nüfus ile paralel gelişen toplumsal ihtiyaçların çeşitlenerek artması yerel yönetimlerin önem kazanmasına yol açmıştır. Avrupa Birliği müktesebatında geniş yer verilen yerel ve metropoliten yönetimler, Birlik politikalarının halka anlatılması ve hizmetlerinin ulaştırılmasında önemli bir role sahip olmakla birlikte toplumların demokratikleşme süreci için de temel unsur olarak kabul edilmektedirler. Yerel ve metropoliten yönetimlerin, özerk olmaları ve yerindenlik esasına göre yönetilmeleri ve Beyaz Kitap 'ta yer alan yönetişim ilkelerinin yerel yönetimlerde uygulanabilirliği Avrupa Birliği tarafından izlenmektedir. Avrupa Birliği'ne entegrasyon süreci içerisinde İstanbul Büyükşehir Belediyesi'nin özerklik ve yerindenlik ile uyumlu politikalar geliştirmesi ve yönetişim ilkeleri çerçevesinde uygulama alanlarında yenilikler gerçekleştirmesi gerekmektedir. Bugün gelinen noktada Avrupa Birliği kavramı çeşitli soru işaretleriyle birlikte anılsa da yönetişim dinamikleri kent yönetimleri için tartışmasız önde gelen bir kavram olarak kabul edilmiştir. Bu makalenin amacı Avrupa Birliği Avrupa Yönetişimi: Beyaz Kitap 'ın tanımlamış olduğu yönetişim kriterleri bağlamında İstanbul Büyükşehir Belediyesi yönetim dinamiklerinin irdelenerek tartışılmasıdır.

The physical-space requirements and socio-economic development of cities as well as the increasing diversity of social needs in parallel with population growth led the local governments to gain importance. Globalization, establishment of supranational organizations and unions such as The European Union, and weakening of the nation-state powers put local governments forward, especially by making them a critical element for the functionality of the democratic accession process. Local and metropolitan governments, which have the wide range in the European Union acquis, have an important role in explaining and delivering policies and services to the public. Also they are accepted as a key element to the process of democratization ofsocieties by The European Union. Local and metropolitan governments, whether they are autonomous and managed on the basis of subsidiarity with applicability of the principles of governance in White Paper, are observed by the European Union. In the process of integration into The European Union, The Istanbul Metropolitan Municipality to develop policies and governance in line with the principles of subsidiarity and autonomy within the framework of governance principles of new application areas is required. The purpose of this article, examining the dynamics of management to discuss governance criteria in the context of Istanbul Metropolitan Municipality which identified by The European Union, European Governance: White Paper (European Governance: A White Paper).
