Abstract
AVRUPA BİRLİĞİ’NE GİRİŞ SÜRECİNDE KOBİ’LERİN KALİTE KONUSUNDAKİ YAKLAŞIMLARI, KARŞILAŞTIKLARI SORUNLAR VE ÇÖZÜM ÖNERİLERİ Son yıllarda yaşanan ekonomik ve siyasi bütünleşme ile küreselleşme; işletmeleri değişime, daha hızlı, kaliteli ve düşük maliyetli üretime yönlendirmiştir. Bu sayede ülkeler, değişken ve esnek yapılarından dolayı Küçük ve Orta Ölçekli İşletmelere (KOBİ) gereken önemi vermeye başlamışlardır. Avrupa Birliği sürecinin yaşandığı ülkemizde de AB mevzuatları çerçevesinde KOBİ merkezli yeni çalışmalara başlanmıştır. Bu çalışmaların başında ise “Kalite” gelmektedir. Bu tez çalışması ile AB’e giriş sürecinde, ülkemiz KOBİ’lerinin AB mevzuatları çerçevesinde dış ticarete açılmak ve rekabet etmek üzere pazar koşullarında karşılaştıkları, kalite alt yapısı ile ilgili sorunları ve getirilen çözüm önerileri açıklanmaya çalışılmıştır. AB’nin KOBİ politikası ile birlikte KOBİ’lerin kalite çalışmaları konusundaki kalite’ye yaklaşımları, Standardizasyon ve Standartlar, Akreditasyon ve Uygunluk değerlendirme, Metroloji ve Kalibrasyon ayrıca Kalite Yönetim Sistemi kurma çalışmalarına ilişkin KOBİ sorunları ve bu sorunlara getirilen çözüm önerileri irdelenmektedir. Sorunların başında finansal sorunlar gelirken, çözüm önerilerinde ise ilk sırayı KOBİ’ler arasında iletişim ağı kurulması ve eğitim almaktadır.
SMALL AND MEDIUM SIZE ENTERPRISES’ APPROACHES TO QUALITY, RELEVANT PROBLEMS, AND SUGGESTIONS DURING CONFORMITY TO EUROPEAN COMMUNITY In recent years, globalization with the economics and politics integration leads business to change and to produce faster with better quality and lower cost. In this regard, countries started to attach importance to Small and Medium Size Enterprises because of their variable and flexible structure. Also in our country in which now entrance to EU is going on, new studies have started to focus on SMEs within framework of EU directions. And “Quality” is the head of these studies. With this thesis study, it is tried to clarify the problems with the solution suggests about the infrastructure of quality that SMEs in our country faced in the market to be competitive and to expand to foreign trade within framework of EU legislations during period of EU conformity. SMEs politics of EU with the approach of SMEs to quality in the quality studies; Standardization and Standards, Accreditation and Notified bodies, Metrology and Calibration, and also the SMEs problem related with Quality Management System foundation studies and solution suggests are explicated. As well as problems headed by the financial problems, to establish communication network within the SMEs and to be educated come first in the solution suggest.
