Türkiye’de 1980 sonrası tarım sektöründe gelir ve istihdamın analizi

Abstract

TÜRKİYE’DE 1980 SONRASI TARIM SEKTÖRÜNDE GELİR VE İSTİHDAM ANALİZİ Tarım, gerek gelişmiş, gerekse gelişmekte olan ülkelerde olsun önemi büyük olup ana üretim sektörlerinden biridir. Ülke ekonomileri gelişme süreçlerinde tarım sektörünün sanayi ve hizmet sektörlerine sağladığı katkı çerçevesinde gelişir. Tarım, beslenmeyle doğrudan alakalı oluşu, sanayi kesimine girdi sağlaması, önemli bir istihdam kaynağı olması, tarımsal ürün ihracıyla ülkeye döviz kazandırmasıyla tarım günümüzde önemini halen korumaktadır. Tarımın GSMH ve istihdam açısından gelişmiş ve gelişmekte olan ülkelerde farklılık göstermektedir. Gelişmiş ülkeler, tarımda verimlilik artışını sağlamışlar ve bu kesimden sağladıkları fonlarla tarım dışı sektörlere aktararak kalkınmışlardır. Tarımda çalışan nüfus ne kadar az ve elde edilen gelir ne kadar yüksekse tarım sektörü o kadar iyi olur. Tarımın hedefi az emekle yeterli beslenmenin ve ihracatın sağlanmasıdır. Türkiye 1980 sonrası yapısal bir değişim içine girmiş, Serbest Piyasa Ekonomi modelini benimsemiştir. Bu ekonomi anlayışının ise tarım sektörü üzerindeki etkileri de farklı olmuştur. Tarım sektöründe son 20 yılda istihdam açısından gerileme yaşanmıştır. Bunun aksine sanayi ve hizmet sektörlerinde çalışanların sayısı ise artmaktadır. Sektörel olarak işgücünün elde ettiği gelir düzeyinde, tarım sektöründe çalışan hane halkı fertlerinin elde ettiği nispi gelir, sanayi ve hizmet sektörlerinden düşüktür. Sektörel istihdam oranlarında tarım sektöründe gelir düzeyinin çok düşük olduğu görülmektedir. Sektörler arası kazanç farklılığı ve çevrelerinde yarattıkları etkiler bu farklılığın yaşanmasında etkili olmuştur.

INCOME AND EMPLOYMENT ANALYSİS OF AGRİCULTURE SECTOR İN TURKEY POST -1980 Agriculture is one of the main sectors and it has big importance in not only developed countries but also in developing countries. Economies of countries improve with the contribution of the agriculture in industry and service sectors. Agriculture, still, keeps its importance with its features such as being related with nutrition directly, providing input to the industry sector, being a source for employment and helping the country gain Exchange with the need of agricultural products. Agriculture differs between developing and developed countries in terms of GDP (gross domestic products) and employment. Developed countries has been successful in productivity growth and they have developed by transferring their funds which they provided from this sector. Agriculture sector would be beter if the population working in agriculture were to be lesser and agricultural portion were to be higher than the expected. The aim of agriculture is to provide enough nutrition and export with less labor. After 1980, Turkey has gone into a big change and adopted free-market model in economy. And this economical approach has had different effects on agriculture sector. Agriculture sector has lived recession in terms of employment within last 20 years. On the contrary, the number of people working in industry and service sectors keeps increasing. Actual income of household individulas working in agriculture sector is lower than the industry and service sector in the level of sectorial work labor. Income level in agriculture sector is too low in sectorial employment rates. Income varieties between sectors and their efeects on other sectors have been effective for this variety.
