Azerbaycan petrollerinin ekonomik ve siyasal açıdan değerlendirilmesi

Abstract

Sovyetler Birliği dağıldıktan sonra dünyadaki siyasi dengelerde önemli değişiklikler yaşandı. Bunlardan birisi Sovyetler Birliği'nden ayrılan yeni cumhuriyetlerin doğal kaynaklarının uluslararası pazarlara çıkarılması oldu. Bu bağlamda değerlendirilen Hazar Havzası petrolleri ve bu petrollerin uluslar arası pazarlara taşınması konusu, son dönemlerin en çok tartışılan konusudur. Bu petrollerin uluslararası pazarlara taşınmasında Türkiye doğal bir köprü konumundadır. Bu bakımdan Türkiye ve ABD Bakü-Ceyhan petrol boru hattı üzerinde ısrar etmektedirler. Bu çalışmanın amacı, bölge üzerinde yapılan siyasi ve ekonomik hesapların temelini oluşturan petrol ve petrol boru hattı tartışmalarını, bölgede önemli bir konuma sahip olan Azerbaycan ekonomisi açısından petrolün önemini, geniş bir çerçeve içersinde değerlendirmektir. Bu amaçla önce günümüzde çok çeşitli kullanım alanı bulunan petrol ve petrol üretimi ile ilgili bir değerlendirme yapıldı. Hazar petrollerinin uluslararası pazarlara taşınması sorunu ise Bakü-Ceyhan boru hattı çerçevesinde değerlendirildi. Daha sonra ise petrol sanayisinin Azerbaycan ekonomisine etkileri ele alındı. After Soviet Union dispersed, important changes came out in world's political balances. One of them is that, new republics which seperated from Soviet Union put up their natural resources for sale. In this context, the issue of Hazar Area petroleum and the transportation of this petroleum to the international markets is the most debatable subject of recent terms. Turkey is located as a natural bridge to transport this petroleum to the international markets. For this reason, Turkey and USA insist on Bacu-Ceyhan petroleum line. The aim of this study is to consider the petroleum and petroleum pipeline debates which forms the basic political and economical plans in the are and the importance of petroleum for Azerbaijan economy which has an important location in the area. For this aim, firstly a consideration has been made about petroleum and petroleum production which has various usages. The problem of transportation of Hazar petroleum to international markets is considered in the frame of Bacu-Ceyhan pipeline. And then the effects of petroleum industry to Azerbaijan economy is surveyed.
