Akıllı şehir performansının belirlenmesinde mekânsal strateji planı ve girişimcilik politikalarının rolü : Dünyadan örnek şehir deneyimleri

Abstract

Bu araştırma tezinde mekânsal strateji planı ve girişimcilik politikasının akıllı şehir performansının belirlenmesindeki rolleri dünyadan örnek şehir deneyimleri ile incelenecektir. Araştırmada nitel araştırma yöntemi kullanılmaktadır. Veri toplama teknikleri, birincil ve ikincil kaynakların taranması şeklindedir. Bu araştırma kapsamında konuyla ilgili tezler, kitaplar, raporlar, YÖK Ulusal Tez Merkezi, Marmara Üniversitesi Kütüphane ve Dokümantasyon Daire Başkanlığı Veri tabanı Erişim ve İstatistik Sistemi (VETİS) aracılığıyla erişilebilen veri tabanlarından faydalanılmıştır. Araştırma mekânsal strateji planları ve girişimcilik politikaları çalışmalarını yürüten kişi ve kurumlara akıllı şehir performansı ile ilgili olarak girişimcilik politikaları ve mekânsal strateji planının öneminin vurgulanmasını amaçlamaktadır. Dünyadan seçilen örnek şehir deneyimleri ile şehirlerin akıllı şehir olma yolunda mekânsal strateji planı ve girişimcilik politikalarının bir bütünsellik ve uyumluluk içerisinde olmasının önemi görülmektedir. Araştırma tezi kapsamında öncelikle mekânsal strateji planı ve girişimcilik politikaları aktarılmıştır. Araştırmanı ilk bölümünde; stratejik planlama unsurları ve özellikleri, mekânsal strateji planı, mekânsal strateji planında girişimcilik politikası, mekânsal strateji planı ve girişimcilik politikası ilişkisi incelenmektedir. İkinci bölümde akıllı şehirler ve akıllı şehir bileşenleri, akıllı şehir performans göstergeleri ve akıllı şehirleri belirleyen unsurlar bağlamında açıklanmaktadır. Üçüncü bölümde araştırma kapsamında seçilen Hong Kong, Singapur, Londra, Amsterdam, New York ve İstanbul şehirlerine ait deneyimler değerlendirilmiştir. Seçilen şehirlerin mekânsal strateji planı çalışmaları, ulusal düzeyde girişimcilik politikaları ve akıllı şehir indeksi sıralamaları incelenmektedir. Yapılan araştırma ve analizler sonucunda akıllı şehir performansı konusunda bazı çıkarımlarda bulunulmuştur. Şehir deneyimlerinde her bir şehir için farklı bir çıkarım ve sonuç görülebilmektedir. İncelenen şehir deneyimlerinde örnek olarak Hong Kong akıllı şehir indeksi sıralamasında yükselirken Amsterdam düşüş yaşamaktadır. Bu durum elbette yalnızca mekânsal strateji planı ve girişimcilik politikasının etkisi ile açıklanamazken bu çalışmadaki çıkarım ve değerlendirmeler şehirler için önemlidir.

In this research thesis, the roles of strategic spatial planning and entrepreneurship policy in determining smart city performance will be examined with example city experiences from around the world. Qualitative research method is used in the research. Data collection techniques include scanning primary and secondary sources. Within the scope of this research, theses, books, reports, databases accessible through YÖK National Thesis Center, Marmara University Library and Documentation Department Database Access and Statistics System (VETİS) were used. The research aims to emphasize the importance of entrepreneurship policies and strategic spatial planning regarding smart city performance to individuals and institutions carrying out strategic spatial planning and entrepreneurship policies. With the sample city experiences selected from around the world, the importance of the strategic spatial planning and entrepreneurship policies being in integrity and harmony on the way to becoming a smart city is seen. Within the scope of the research thesis, firstly the strategic spatial planning and entrepreneurship policies are explained. In the first part of your research; Strategic planning elements and features, strategic spatial planning, entrepreneurship policy in strategic spatial planning, relationship between strategic spatial planning and entrepreneurship policy are examined. In the second part, smart cities and smart city components are explained in the context of smart city performance indicators and the factors that determine smart cities. In the third part, the experiences of the cities selected within the scope of the research, namely Hong Kong, Singapore, London, Amsterdam, New York and Istanbul, were evaluated. Strategic spatial planning studies, national-level entrepreneurship policies and smart city index rankings of selected cities are examined. As a result of the research and analysis, some inferences have been made about smart city performance. In city experiences, a different inference and result can be seen for each city. In the city experiences examined, for example, Hong Kong is rising in the smart city index rankings, while Amsterdam is experiencing a decline. While this situation cannot of course be explained only by the effect of the strategic spatial planning and entrepreneurship policy, the inferences and evaluations in this study are important for cities.
