Abstract

Ülke ekonomilerinin dinamiği, pek çok farklı sektörün birbiri ile uyum içerisinde çalışmasıyla oluşmaktadır. Özellikle son yıllarda bu zincirin halkalarını oluşturan tarım ve turizm sektörünün yakın ilişkisi dikkat çekici boyutlara ulaşmıştır. Bu çalışma, turizm ve tarım sektörlerinin kesişim noktasında yer alan agroturizm olgusunu ve bu sektörle ilişkilendirilebilecek vergi politikalarının yarattığı dışsallıkları ele almaktadır. Bu çerçevede öncelikle dünya genelinde ve Türkiye'de tarım ve turizm sektörlerinin profilleri incelenerek agroturizmin altyapısı ortaya konulmakta; daha sonra seçili ülkelerde ve Türkiye'de agroturizmin mevcut durumu ve potansiyeli araştırılmaktadır. Çalışmanın odak noktası olan vergi ve teşvik politikalarının agroturizm üzerindeki etkisi ise hem tarım hem de turizm sektörlerine ait politikalarla gerekli bağlantıların kurulması yoluyla değerlendirilmektedir.

The dynamics of national economies are formed by the harmonious interaction of many different sectors. Especially in recent years, the close relationship between the agriculture and tourism sectors, which form the links of this chain, has reached remarkable levels. This study addresses the concept of agrotourism, which is at the intersection of the tourism and agriculture sectors, and the externalities created by tax policies that can be associated with this sector. In this context, firstly, the profiles of the agriculture and tourism sectors are examined both globally and in Turkey to establish the infrastructure of agrotourism; subsequently, the current status and potential of agrotourism in selected countries and Turkey are researched. The focus of the study, the impact of tax and incentive policies on agrotourism, is evaluated by establishing the necessary connections with policies related to both the agriculture and tourism sectors.
