Publication: Türkiye’de sosyal güvenlik reformu kapsamında genel sağlık sigortalarının incelenmesi
Abstract
Türk Sosyal Güvenlik Sistemi, 1990’lı yıllarda ciddi sorunlarla karşı karşıya kalmış ve mali kriz içine girmiştir. Sosyal Güvenlik Kuruluşlarının yıllık gelirleri giderlerini karşılayamamakta ve açıklar her geçen yıl katlanarak artmaktadır. Sistemin açıkları, kamu açıklarının önemli bir nedenini oluşturmaktadır. Bu gün gelinen noktada, bu kuruluşların devlet yardımı olmadan ayakta durabilmeleri imkansız hale gelmiştir. Dolayısıyla sosyal güvenlik sisteminin reformu, ekonomide istikrar sağlayacak yapısal reformların önemli bir parçasıdır. Yapılan çalışmalar sonucu son halini alan “Sosyal Güvenlik Reformu” kapsamındaki kanunlar onaylanmıştır ve 01.01.2007 tarihinden sonra uygulanmaya başlanacaktır. Konusu, “Türkiye’de Sosyal Güvenlik Reformu Kapsamında Genel Sağlık Sigortasının İncelenmesi” isimli bu çalışmada öncelikle mevcut sosyal güvenlik sisteminin sorunlarına değinilmiş; sosyal güvenlik reformu ile birlikte yürürlüğe girecek sosyal güvenlik kurumu, genel sağlık sigortası ve aile hekimliği kavramları incelenmiştir.
Turkish Social Security System has been come across serious problems and faced financial crisis at the beginning of 1990’s. Annual incomes were not be able to match with expenses thus, gaps are dramatically increased by double in every year that is passed. The system gaps are become the main reason of The Public gaps. Today, public establishments do no longer exist without The Public support. Hence, social security system reforms are the important parts for providing structural reforms in economical stability. In consequence of working resulted, it is taken last condition as “Social Security Reform” canons or regulations approved and will be started to apply after 1st of January 2007. In this paper, subjected as “Observing General Healthy Insurance regarding Social Security reforms in Turkey” firstly mentioned current social security systems’ problems; Social Security establishments, General Healthy Insurance and Family Medicine concepts are observed within stated on operation of social security reforms.
