The evaluation of realist Russian foreign policy during the Putin era

Abstract

Bu çalışmada, Putin’in ilk döneminin başından itibaren Rus dış politikasında artan saldırgan realist eğilimlerin somutlaştırılması ve bu eğilimleri gösteren belirteçlerin analiz edilmesi amaçlanmaktadır. Bu doğrultuda, çalışmanın temel araştırma sorusu, Putin döneminin 2018 yılına kadar veya Yeltsin döneminden sonra, Rus dış politikasının, neo-realist teorinin bir parçası olan saldırgan realist theory kullanılarak, özellikle bölgesel hegemony kavramı üzerinden, açıklanıp açıklanamayacağıdır. Bu nedenle, metodoloji ile ilgili olarak, saldırgan realist Rus dış politikası analiz edilirken teori test etme yöntemi kullanılmaktadır. Saldırgan realist uluslararası ilişkiler teorisi seçilmekte ve birincil ve ikincil kaynakları kullanılarak, Rus dış politikası, saldırgan realist teori çerçevesinde incelenmektedir. Ayrıca, Rusya Federasyonu’nun saldırgan realist dış politikasını ortaya koymak için en uygun iki temel olay analiz edilmektedir. Bu çalışmanın sonunda, Putin döneminin 2018 yılına kadar veya Yeltsin dönemi sonrası Rus dış politikasının saldırgan realist olarak değerlendirilebileceği, hatta bu dönemler boyunca Rusya Federasyonu’nun nihai hedefinin bölgesel hegemon olmak ve bölgesel hegemonyasını sağlamlaştırmak olduğu iddia edilmektedir.

This study aims to evaluate the increasing offensive realist tendencies in the Russian foreign policy from the beginning of the first term of Putin and to examine and to deeply analyze the depictions of these tendencies. In this direction, the fundamental research question of this study whether the Russian foreign policy after the term of Yeltsin can be explained through using the offensive realist theory, and with emphasis on the concept of regional hegemony. Therefore, regarding the methodology, via analyzing the offensive realist Russian foreign policy, the method of theory-testing is utilized. The offensive realist international relations theory is chosen and by using the primary and secondary resources, the Russian foreign policy is scrutinized within the framework of offensive realist theory. Moreover, the two fundamental cases which are selected as the most suitable examples for demonstrating the offensive realist foreign policy of the Russian Federation are analyzed. At the end of this study, it is concluded that the Russian foreign policy during the terms of Putin until 2018 or after the term of Yeltsin can be evaluated as offensive realist, even it can be claimed that the ultimate aim of the Russian Federation during these terms is to become a regional hegemon and to consolidate its regional hegemony.
