Üniversite sanayi işbirliği çerçevesinde bilimsel araştırma projeleri ve Marmara Üniversitesi araştırma geliştirme faaliyetlerinin değerlendirilmesi

Abstract

Toplumların teknolojik gelişmelere ayak uydurarak teknoloji üreten bir ülke olmaları eğitim kurumları ile endüstri kurumlarının ortak çalışmalar yürütmesine bağlıdır. Dünyanın önde gelen ülkelerin teknolojik alanda ilerlemesinin önemli nedenlerinden biri üniversite sanayi işbirliğinin çok iyi bir şekilde yürütülmesidir. Modern ekonomide en temel kaynak bilgidir. Her ülke kendi potansiyeline göre bilgi üretmek üzere araştırma geliştirme faaliyetinde bulunmaktadır. Bilgi toplumunun amacı, ekonomik kalkınma ve sosyal gelişmeye bilim ve teknolojinin etkisinin arttırılmasıdır. Ulusal bilim ve teknoloji politikası, bilimsel araştırma ve teknoloji geliştirmenin yönünü ve hızını belirleyen araç olarak, bir ülkenin sanayi, eğitim ve ekonomi politikalarını destekler hale gelmiştir. Türkiye’de bilim ve teknolojinin belirli bir politika çerçevesinde ele alınışı Planlı Dönem’le başlamıştır. Son yıllarda kurumsal işbirliği arayışları kapsamında KOSGEB’in değişik üniversiteler ile yaptığı işbirliği sonucu Teknoloji Geliştirme Merkezleri oluşmuş, bu merkezlerde başarılı firmalar gelişirken, bunların üniversite ile ilişkileri yüksek düzeyde olamamıştır. Ülke olarak üniversite sanayi işbirliğinden beklenen; Türk ekonomisinin rekabet edebilme yeteneğinin arttırılmasıdır.

Societies’ becoming a productive country through technologic developments is related to the cooperative work carried out by educational and industrial organizations. One of the important reasons of technological developments of the leading countries is the cooperation of their universities and industries. In modern economies the main source is the information . Every country has its own research and development activities to get and also to develop information on the basis of its own potentials. The ultimate goal of an information society is to increase the effect of scientific research and technology on its economic and social devolepment. National science and technology policy, as the determining factor for the direction and pace of scientific researches and technological development, has become very supportive for the industry, education and economics of a country. Understanding the importance of a certain science and technology policy has begun with the “Planning Period”. As a consequence of KOSGEB’s search for cooperation with various universities, within the scope of institutional cooperation, Technology Development Centers have been founded. Some successful firms have emerged with the help of these centers; however, they haven’t had a noticeable correlation with the universities. The cooperation of university and industry is expected nationwide in order to increase the competitiveness of Turkish Economy.
