Multi-criteria decision making for sustainable energy planning in Turkey

Abstract

TÜRKİYE’DE SÜRDÜRÜLEBİLİR ENERJİ PLANLAMASI İÇİN ÇOK KRİTERLİ KARAR VERME Enerji, sürdürülebilir gelişme tartışmalarında gözönünde bulundurulması gereken ana faktörlerden biridir. Enerji üretiminin sürdürülebilirliğinin temel boyutları çevreyi koruma ve enerji kaynaklarının uzun vadede güvenilir, yeterli ve maddi anlamda ulaşılabilir olacak şekilde ekonomik ve sosyal açıdan sürdürülebilir arzıdır. Yenilenebilir, temiz ve maliyet-etkin enerji kaynakları tercih edilmekle birlikte, maalesef hiçbir alternatif enerji kaynağı tek başına bu talepleri karşılayamamaktadır. Bu nedenle Türkiye için sürdürülebilir enerji politikası belirleme problemi çok kriterli karar verme problemidir ve uzun vadeli ve stratejik bir süreçtir. Bu tez çalışmasında öncelikle enerji planlaması için sürdürülebilirlik göstergeleri belirlenmiştir. Daha sonra, alternatif enerji kaynaklarının potansiyelleri, göstergeler arasındaki ilişkiler ve geri beslemeler ile göstergelerin sayısal değerleri araştırılmış, faydalar, fırsatlar, maliyetler ve riskler boyutlarını da içeren Analitik Serim Süreci yönteminin bu karmaşık problem yapısı için çok uygun bir yöntem olduğu görülmüştür. Modelde hem objektif değerler hem de uzman görüşleri kullanılmıştır. Model hem niteliksel hem de niceliksel yargıları içermektedir. Sonuçlar göstermiştir ki Türkiye’nin enerji sistemi sürdürülebilir değildir ve Türkiye’nin sürdürülebilir enerji senaryosunun %60.28 oranında hidrolik ve % 23.8 oranında rüzgar enerjisini içermesi gerekmektedir. Şu anda Türkiye elektriğinin büyük bir kısmını termal güç santrallerinden üretmektedir fakat sürdürülebilir gelişme için kömür ve linyitin oranı %2.12 olmalıdır. Bu tez çalışması, Türkiye’nin sürdürülebilir gelişme yolunda önemli bir çerçeve olacaktır.

MULTI-CRITERIA DECISION MAKING FOR SUSTAINABLE ENERGY PLANNING IN TURKEY Energy is one of the main factors that must be considered in the discussions of sustainable development. The basic dimensions of sustainability of energy production are environmental protection, economically and socially sustainable supply of energy resources that, in the long term, is reliable, adequate and affordable. Renewable, clean and cost effective energy sources are preferred but unfortunately no one of the alternative energy sources can meet these demands solely. So, the problem of determining the sustainable energy policy for Turkey appears as a multiple criteria decision making problem and it is a long range and strategic process. In this dissertation, firstly sustainability indicators for energy planning are determined. Then the potentials of alternative energy resources, the dependencies and feedbacks between indicators and the values of the indicators were investigated and it was seen that Analytic Network Process with benefits, opportunities, costs and risks merits is a very suitable method for this complex problem. Both the objective values and expert opinions were used in the model. The model covers both the quantitative and qualitative judgments. The results indicated that the energy system of Turkey is not sustainable and the sustainable energy scenario of Turkey must include 60.28% hydraulic and 23.8% wind. Recently Turkey is producing majority of its electricity from thermal power plants however, the share of coal and lignite must be 2.12% for sustainable development. This dissertation is an important framework for the sustainable development pathway of Turkey.
