Kozmopolisten küreselleşen dünyanın devletine

Abstract

KOZMOPOLİSTEN KÜRESELLEŞEN DÜNYANIN DEVLETİNE Kozmopolis, Stoacıların keşfettiği düşüncenin kavramsallaştırılmış halidir. Dünya çapında bir devlete karşılık gelen kozmopolise göre insanlar, tek bir devletin yurttaşları olmaları gerekir. Bu tezde kamu hukuku alanında ve devlet teorisi çerçevesinde; Stoacılardaki kozmopolis düşüncesinin günümüze değin geçirdiği değişim ve günümüzde uygulama imkanı olup olmadığı tespit edilmeye çalışılmıştır. İlk bölümde kozmopolis düşüncesinin tarihsel gelişimi, Dante, Kant ve Russell gibi belli başlı düşünürlerin görüşlerine etkileri bakımından ele alınmıştır. İkinci bölümde küreselleşme kavramı ve unsurları, küreselleşmenin kozmopolis düşüncesine etkileri çerçevesinde irdelenmiştir. Küreselleşmenin kurumsal aktörleri olarak uluslararası örgütler ve küreselleşmeyi gerekli kılan ulusötesi sorunlar ikinci bölümde incelenmiştir. Küreselleşme eğilimini arttıran etkenler ile küreselleşmenin sunduğu hedefler yine ikinci bölümde incelenmiştir. Son bölüm ise küreselleşmenin devlet, hukuk ve demokrasi üzerindeki etkilerinin kozmopolis düşüncesi çerçevesinde incelenmesi üzerinedir. Kozmopolis günümüze uyarlanarak “küresel devlet” olarak isimlendirilerek ana hatlarına değinilmiştir. Küreselleşmenin kozmopolis düşüncesine ters etkisi bağlamında yerelleşme kavramı da yine bu bölümde incelenmiştir.

FROM COSMOPOLIS TO GLOBALIZING WORLD’S STATE Cosmopolis is the conceptualized form of thought discovered by Stoics. According to the Cosmopolis, which is corresponding to a world-wide state, human beings should be citizens of one state. In this thesis, under the scope of public law and state theory, the change of cosmopolis thought of Stoics until nowadays and whether it can be applicable in today’s world is discussed. In first chapter, historical development of cosmopolis thought is studied from the point of its effects on the views of philosophers like Dante, Kant and Russell. In second chapter, globalization concept and its’components are studied within the scope of globalization’s effect on cosmopolis thought. International organizations as institutional actors of globalizations and transnational problems that necessitate globalizations are studied in second chapter. Factors that increase globalization tendency and the aims of globalization are also studied in second chapter. Last chapter deals with globalization’s effects on state, law and democracy within the scope of cosmopolis thought. Cosmopolis is adapted to todays world and named as global state and its essentials are mentioned. Localization concept is also studied in this chapter within the context of globalization’s counter-effect on cosmopolis thought.
