Abstract
Nurettin Topçu'nun iktisâdî sistem tasavvurunda devletin rolü Bir soğuk savaş dönemi düşünürü ve çağdaş Türk düşüncesinin en mühim isimlerinden biri olan Nurettin Topçu, ahlâk felsefesi uzmanı olarak iktisâdî yozlaşmaların tenkidini yaparak iktisadı ahlâkî bir okumaya tâbi tutmuştur. Bu bakımdan İslâm İktisadı disiplini ve bu alanın uzmanları böyle bir Türk münevverinin ahlâkî iktisadından istifade etmelidir. Günümüze kadarki çalışmalarda Nurettin Topçu pek çok alanda sıkı bir devlet müdâfaacısı olarak tavsif edilmiştir. Devlet, onun söz konusu iktisâdî tasavvurunun da nâzırı konumundadır. Fakat hangi alanlarda ne gibi düzenleyici-denetleyici rolü mevcuttur? Bu soru araştırmamızın temel problematiğini resmetmektedir. Diğer taraftan, son yıllarda konvansiyonel ekonomi uzmanlarının da ortaya koyduğu çalışmalar göstermiştir ki; iktisat ve ahlâk su götürmez bir biçimde yakın ilişki içerisindedir. Binaenaleyh Nurettin Topçu’nun, iktisadı ahlâk süzgecinden geçirmesi, bize bu ilişkide yeni bir perspektif kazandırabilir. Bu amaçları gerçekleştirebilmek için metot olarak nitel yöntem benimsenmiştir. Veri analiz aracı olarak betimsel analiz ve içerik analizi benimsenerek araştırmamın temel problematiği tahlil edilmiştir. Nihayetinde; Nurettin Topçu’nun iktisâdî sistem mekanizmasının onun ahlâk nizâmında gömülü bulunduğu tespit edilmiştir. Dahası, onun iktisâdî sistem tasavvurundaki devlet mekanizmasının, sekiz farklı alanda denetleyici-düzenleyici rol üstlendiği belirlenmiştir. Fakat bu ‘iktisâdî devletçilik’ vurgusunun konjonktürel olduğu, çalışmamın bir diğer mühim bulgusudur.
Nurettin Topçu's vision of economic system and the role of the state Nurettin Topçu, a cold war era thinker and one of the most important figures of contemporary Turkish thought, subjected economics, as an expert in moral philosophy, to a moral reading by criticizing economic corruptions. In this respect, the discipline of Islamic economics and experts in this field should benefit from the moral economics of such a Turkish intellectual. In the studies to date, Nurettin Topçu has been described as a strict defender of the state in many areas. The state is also the regulator in his economic vision. But what kind of regulatory-controlling role does it have and in which areas? This question illustrates the main problematic of my research. On the other hand, studies by conventional economists in recent years have shown that economics and morality are unquestionably closely related. Therefore, Nurettin Topçu's filtering of economics through the filter of morality can give us a new perspective about this relationship. In order to realize these objectives, qualitative methodology was adopted. Descriptive and content analysis were adopted as data analysis tools and the main problematic of my research was analyzed. In the end, it was determined that Nurettin Topçu's economic system is embedded in his ethical system. Moreover, it has been determined that the state mechanism in his conception of the economic system assumes a supervisory-regulatory role in eight different fields. However, the determination that this emphasis on 'economic statism' is conjunctural is another important finding of my study.
