Abstract
Öz: Bu çalışma, Avrupa Birliği ile bütünleşme sürecinde olan ülkemizde bölgesel ölçekte kurumsal yapılanma ve bölge planlama konusunu ele almaktadır. Bu çerçevede, 2013 yılında Doğu Marmara Kalkınma Ajansı tarafından hazırlanan Doğu Marmara 2014-2023 Bölge Planı ve planlama süreci değerlendirilmektedir. Avrupadaki yeni yaklaşımlar göz önüne alındığında, Doğu Marmara Bölgesi Planlama Süreci deneyimi; aktif ve katılımcı bir planlama anlayışının benimsenmesi, yerindenlik ilkesinin gözetilmesi, ülke planlama sistemi içinde tamamlayıcılık rolünü gerçekleştirmesi açısından başarılı bir örnek olarak görülebilir. Diğer yandan, plan bölgelerinin bütünselliği ve plan-program-proje döngüsündeki tamamlayıcılık ilkeleri açısından bazı eleştiri- lerde bulunmak mümkündür.
Abstract: This study aims to address institutional structuring in regional scale and regional planning in our country in the course of integration to European Union. In this regard, East Marmara 2014-2023 Regional Plan prepared by East Marmara Development Agency in 2013 and its planning process are evaluated. When new approaches in Europe are regarded, the East Marmara Regional Planning experience can be distinguished as a successful example with regard to adoption of active and participatory planning approach, overseening the subsidiarity principle and the realization of complementarity role in national planning system. On the other hand, it is possible to criticize according to the complementarity of planning regions and subsidiarity in the cycle of plan-programme-project.
