R.1339/ M.1923-24 tarihli Millî Nevsâl’in transkripsiyon ve değerlendirmesi

Abstract

Yıllık, genel anlamda geçmiş yıllara ait veya bir önceki yılda meydana gelen her türlü olay ile çeşitli konulardaki faaliyetlerin özetlendiği, birtakım gelişmelerle ilgili istatistikî bilgiler içeren eserdir. Bugün almanak da denilen bu yayın türüne Osmanlı döneminde nevsâl ve daha yaygın olarak salname adları verilmiştir. Salnameler, yazıldıkları dönemin tarihî, coğrafi, siyasi, iktisadi bilimsel, sosyal ve kültürel durumu hakkında önemli bilgiler içerirler. Osmanlı döneminde yayımlanmış olanları devlet salnameleri, vilayet salnameleri, kurum salnameleri ve özel salnameler olmak üzere dört grupta incelemek mümkündür. Bu çalışmada İstanbul Kanaat Kütüphanesi tarafından yayımlanmış ve dört ciltten oluşan Millî Nevsâl serisinin Rumî 1339 tarihli ikinci cildinin transkripsiyon ve değerlendirilmesi yapılmıştır. Özel salnameler grubuna giren Millî Nevsâl, sanattan topluma, siyasal ve teknolojik gelişmelerden ekonomik faaliyetlere kadar her şeyi konu edinmiştir. “Padişahım çok yaşa” tezahüratından “Hâkimiyet Milletindir” bilincine geçiş yıllarındaki olayları yansıttığı için özel yıllıklar arasında önemli bir yere sahiptir. Millî Mücadele dönemi bütün ayrıntılarıyla kaydedildiği için o günün heyecanını yansıtmaktadır. Bilimsel, edebî, kültürel, sanatsal ve sportif etkinlikler hakkında bilgiler vererek, hem geçmiş faaliyetleri gözler önüne sermekte hem de yeni oluşan Türkiye’nin dayandığı ilkeler hakkında fikir vermektedir.

Almanac or yearbook is an artifact that contains statistical information about a number of developments, summarizing all kinds of events and activities on various subjects, annually, in general or in the previous year. This type of publication, which is also called almanac today, was given the names of nevsâl and more commonly salname in the Ottoman period. The yearbooks contain important information about the historical, geographical, political, economic, scientific, social and cultural situation of the period in which they were written. It is possible to examine those published in the Ottoman period in four groups, namely, state-owned, province-style, institutional-style and private-style. In this study, the transcription and evaluation of the second volume of Rumî 1339 of the Millî Nevsâl series, which was published by the Istanbul Library of Content and consists of four volumes, was made. Millî Nevsâl, which is included in the private group of salname, has everything from art to society, from political and technological developments to economic activities. Since it reflects the events in the transition period from “Live long the Sultan!,” cheer to “Sovereignity belongs tonation” consciousness, it has an important place among private yearbooks. The Turkish National Struggle period reflects the excitement of that day as it is recorded in all its details. Scientific, literary, cultural, artistic and sporting events providing information about both activities and which are also based on history reveals Turkey's newly formed gives an idea about principles.
