Publication: Kamu diplomasisi bağlamında kültür diplomasisi : Güney Kore ve Türkiye örneği
Abstract
Son yıllarda küresel sistem ve güç dengeleri önemli bir dönüşüm geçirmekte, yeni, farklı ve çok taraflı bir uluslararası politik ve ekonomik düzen oluşmaktadır. Devletler bu küresel dönüşüm içerisinde siyasi ve ekonomik hedeflerine ulaşmak ve uluslararası alandaki imajlarını güçlendirmek adına askeri ve ekonomik araçlar kadar diplomatik araçlara da önem vermeye başlamışlardır. Aktörler arası işbirliği imkânlarının ve karşılıklı bağımlılığın artmış olması kamu diplomasisine verilen önemi artmıştır. Kamu diplomasisinin temel unsurlarından biri olan kültürel diplomasi de günümüzde, ülkeler arası ilişkilerin geliştirilmesi noktasında uluslararası ilişkiler açısından stratejik bir öneme sahip olmuştur. Bu çalışmada, kültürel diplomasi farklı boyutları ile ele alınmış olup, Güney Kore ve Türkiye’nin kültürel politikaları ve kültürel diplomasi faaliyetleri incelenerek karşılaştırmalı bir biçimde değerlendirilmiştir. Bu çalışmada; ilk olarak geleneksel diplomasi, yumuşak güç, kamu diplomasisi ve kültürel diplomasi terimleri kavramsal açıdan ele alınarak, tarihsel süreçte gelişimleri, birbiriyle olan bağlantıları ve farklılıkları incelenmiştir. Çalışmanın ilerleyen bölümlerinde, Güney Kore ve Türkiye’nin dış politika süreçlerinde kültürel diplomasinin ortaya çıkışı ve gelişimi incelenmiş, söz konusu ülkelerin kültürel diplomasi aktörleri, bu aktörlerin uygulamaları ve faaliyetleri analiz edilmiştir. Kültürel diplomasi ekseninde söz konusu ülkelerin kültürel çalışmaları ve kültür politikaları incelenerek, kültürel diplomasi faaliyetlerinin finansmanı, mevcut durumu ve taşıdıkları potansiyeller uluslararası ilişkiler bağlamında değerlendirilmiştir. Çalışmanın sonuç bölümünde ise Türkiye ve Güney Kore’nin kültürel politikaları ve kültürel diplomasi faaliyetleri karşılaştırmalı bir biçimde incelenerek, politik ve ekonomik bağlamda değerlendirilmiştir.
In recent years the global system and balance of power has experienced a major transformation and a new, different and multilateral international political and economic order is emerged. In this transformation, states have started to give importance to diplomatic tools as well as military and economic tools, in order to achieve their political goals and strengthen their image in the international field. The rising of cooperation opportunities and interdependence between actors, has increased the importance given to public diplomacy. Today cultural diplomacy, which is one of the basic elements of public diplomacy, has a strategic importance in terms of international relations at the point of developing relations between countries. In this study, cultural diplomacy has been discussed with its different dimensions, and the cultural policies and cultural diplomacy activities of South Korea and Turkey are examined and evaluated in a comparative way. In this study, firstly, the terms of traditional diplomacy, soft power, public diplomacy and cultural diplomacy conceptually discussed and the historical developments of these concepts, and their connections and differences with each other are examined. In the later parts of the study, emergence and development of cultural diplomacy in the foreign policy processes of South Korea and Turkey were examined and cultural diplomacy actors of these countries and their practices and activities were analyzed. In the scope of cultural diplomacy, the cultural works and cultural policies of these countries were examined, and the financing of their cultural diplomacy activities, their current situation and potentials were evaluated in the context of international relations. In the conclusion part of the study, cultural policies and cultural diplomacy activities of South Korea and Turkey were evaluated and analysed comparatively in political and economic context.
