Publication: Enerji-militarizm-demokrasi üçgeninde Saddam Hüseyin dönemi petrodolar kavramı analizi
Abstract
Uluslararası ilişkileri, ekonomiyi ve küresel sistem içerisinde uygulanan politikaları belirleyen üç kavram enerji, militarizm ve demokrasi arasında karmaşık karşılıklı bir bağımlılık bulunmaktadır. Bu tez çalışması enerji, militarizm ve demokrasi kavramlarının birbiri ile olan ilişkisi ve birbirlerini nasıl etkiledikleri soruları üzerinden temellendirilmiştir. Bu amaçla enerji, militarizm ve demokrasi üçgeni göz önüne alındığında, konu ile ilgili akla gelen temel kavramlardan birisi olan “petrodolar” kavramı üzerinden ilerlemek hem konunun kavramsallaştırılarak çalışılması hem de analizlerin sağlam temellere oturtulması açısından önemli olarak kabul edilmiştir. Sıralanan kavramların akla ilk getirdiği bölge olan Orta Doğu bölgesi ve bu kavramlar ile ilişkilendirilebilen Saddam Hüseyin rejimi ise dönem olarak seçilerek temel bir çerçeve oluşturulmaya çalışılmıştır. Enerji kavramı düşünüldüğünde dünyadaki enerji zengini bölge olması nedeniyle ve militarizm kavramı düşünüldüğünde uzun yıllar boyunca süregelen askeri çatışmalar ve askeri yatırımlar nedeniyle göze çarpan Orta Doğu ülkeleri, konunun analizi ve açıklanması için değerlendirilmesi gereken bölgelerden biri olarak görülmüştür. Buna ek olarak, Saddam Hüseyin ve demokrasi, daha doğru bir ifadeyle demokratik olmama / diktatörlük, arasındaki ilişki merak edilen araştırma sorusu için çerçevenin şekillendirilmesi için önemli olmuştur. Bu nedenle, Saddam Hüseyin Dönemi’nde petrodolar kavramı ile enerji, militarizm ve demokrasi ilişkilerinin şekillenmesinde ne şekilde etkisi olduğu sorusu üzerinden, nitel ve kuramsal bir yöntem izlenerek hazırlandığı bu çalışmada tarihsel olayların analizinin de yapılması ve açıklayıcılığın artırılması planlanmıştır. Çalışmanın ilgili konuda literatürdeki boşluğu doldurması ve petrodolar kavramının diğer kavramlar ile ilişkilerinin incelenmesinde bir örnek niteliği taşıması beklenmektedir.
There is a complex interdependence between energy, militarism and democracy, three concepts that determine international relations, economy and policies implemented within the global system. This thesis is based on the questions of the relationship between the concepts of energy, militarism and democracy and how they affect each other. For this purpose, considering the triangle of energy, militarism and democracy, proceeding through the concept of petrodollar, which is one of the basic concepts that come to mind on the subject, has been considered important in terms of both conceptualizing the subject and placing the analyses on solid foundations. An attempt has been made to create a basic framework by choosing the Middle East region, which is the first region that the listed concepts, and the Saddam Hussein regime, which can be associated with these concepts, as the period. The Middle Eastern countries, which stand out due to being the energy-rich region in the world and due to the military conflicts and military investments that have been going on for many years, have been seen as one of the regions that should be evaluated for analysis and explanation of the subject. In addition, the relationship between Saddam Hussein and democracy, or more accurately, non-democratic/ dictatorship, has been important in shaping the framework for the research question of interest. For this reason, in this study, which was prepared by following a qualitative and theoretical method, on the question of the concept of petrodollar and its impact on shaping the relations of energy, militarism and democracy during the Saddam Hussein Era, it was planned to analyse historical events and increase the explanatory nature. It is expected that the study will fill the gap in the literature on the relevant subject and serve as an example in examining the relations of the petrodollar concept with other concepts.
