Ulusal yenilik sistemlerinde teknoloji politikası aracı olarak teknoparklar : Türkiye deneyimi

Abstract

Ulusal Yenilik Sistemlerinde Teknoloji Politikası Aracı Olarak Teknoparklar: Türkiye Deneyimi Teknolojinin bilimle buluşmasıyla birlikte teknolojik yenilik çabaları, ülkelerin gelişmişlik ve ekonomik düzeyini belirleyen temel faktörlerden biri haline gelmiştir. Teknolojik yeniliklerin böyle bir önem kazanmasının doğal sonucu olarak, teknolojik yenilik çabaları sistematik bir çerçeve kazanmıştır. Bu sistematik bakış açısıyla birlikte teknolojik yetenek kazanım çabaları ulusal, bölgesel ve sektörel yenilik sistemlerinin kurulmasıyla sonuçlanmıştır. Ulusal ve bölgesel yenilik sistemlerinde temel teknoloji politikası aracı olarak da teknoparklar öne çıkmaktadır. Bu noktadan hareketle çalışmamızda kapsamında teknoparklar bütün unsurlarıyla ele alınması ve ülke deneyimlerinin incelenmesi amaçlanmıştır. Ayrıca teknopark uygulamalarında başarılı olan ülke örneklerinden yola çıkılarak, Türkiye’nin uygulamış olduğu teknopark sistemi ve ekonomik etkileri değerlendirilmeye çalışılmıştır.

Technoparks as an Instrument of Technology Policy in National Innovation Systems: Turkey Experience The efforts of technological innovation with the meeting of technology and science has become an essential factor for determining the development level of the countries. Importance of technological innovations such as a natural consequence of technological innovation, has gained a systematic framework efforts. This systematic effort to gain perspective on the technological capabilities of national, regional and sectoral innovation systems has resulted in the establishment. National and regional innovation systems technology policy as a tool for basic science parks stand out. From this point of our work with all the elements to be dealt with under the technoparks and aimed to examine the experiences of countries. Furthermore,applied technopark system in Turkey and the economical impacts of the techno parks reveal by based on successful country examples at technopark applications.
