Abstract
6360 sayılı Kanun ile büyükşehir belediye sistemindeki değişikliklerin yanı sıra, merkezi yönetim tarafından yerel yönetimlere aktarılan transferlerin oranlarında ve dağıtım usulünde de bazı değişiklikler yapılmıştır. Bu makalede, 6360 sayılı Kanun'un büyükşehir belediyeleri transfer sistemine etkileri analiz edilmektedir. Makale üç bölümden oluşmaktadır: Birinci bölümde; merkezi yönetim tarafından yerel yönetim birimlerine yapılan transferler hakkında genel açıklamalara yer verilmekte, ikinci bölümde Türkiye'deki büyükşehir belediyesi transfer sistemi genel özellikleri itibariyle anlatılmaktadır. Üçüncü bölümde 6360 sayılı Kanun'un büyükşehir belediyesi transfer sistemine etkileri, 30 büyükşehir kapsamında il bütününde genel bütçe vergi gelirlerinden alınan paylar üzerinden 6360 sayılı Kanun öncesi ve sonrası dönem karşılaştırılarak ele alınmaktadır.
By Law No. 6360, in conjunction with the many changes in the metropolitan municipality system, some changes also made in the rates of transfers and the allocation methods which are transferred to local government by the central government. In this article, the effects of Law No. 6360 on the transfer systems of metropolitan municipalities are analysed. This article consists of three main parts: In the first part, an overview is given on the transfers made by central government to the local governments. Secondly, general features of the metropolitan municipality transfer system in Turkey are explained. And finally, the effects of Law No. 6360 on the transfer systems of metropolitan municipalities are examined. In this context, the shares received from the general budget tax revenues of 30 metropolitan municipalities are examined by comparing the periods before and after the Law No. 6360.
