Publication: Sürdürülebilirlik açısından sosyal iklim fonu
Abstract
Sürdürülebilirlik açısından sosyal iklim fonu İnsanların yeryüzü sistemleri üzerindeki olumsuz etkileri karmaşık bir görünüm sergilemektedir. Bu durum uluslararası toplumda çevresel sorunların bütüncül bir bakış açısıyla ele alınması ihtiyacını gündeme getirmiştir. Bu anlayışı ortaya koyan sürdürülebilir kalkınma kavramı, çevresel korumanın sosyal ve ekonomik kalkınma ile birlikte ele alınmasını sağlamıştır. Yeşil dönüşüm sürecinde kimsenin geride bırakılmaması ise sürdürülebilir kalkınmanın gerekliliklerinden biridir. Avrupa Birliği, inşaat ve karayolu taşımacılığı sektörlerinin Emisyon Ticaret Sistemi kapsamına alınması ile hane halklarına ve ulaşım kullanıcılarına yansıtılacak maliyet artışını dengelemek için 2023 yılında Sosyal İklim Fonu’nu oluşturmuştur. Bu çalışmada öncelikle sürdürülebilir kalkınmanın tarihsel ve hukuksal arka planları açıklanmaktadır. Ardından Avrupa Birliği Sosyal İklim Fonu hukuksal dayanakları, sosyal iklim planları, finansal yapısı, takibi, değerlendirilmesi ve yaptırımları bağlamında incelenmektedir. Son olarak benzer bir fonun Türkiye’de uygulanabilirliğini tespit etmek için bazı Anayasal haklar ve ilkeler ele alınmaktadır.
The social climate fund in terms of sustainability The adverse impacts of human activities on the Earth’s systems present a complex picture. This situation has prompted the international community to address environmental problems from a holistic perspective. The concept of sustainable development, which reflects this understanding, has ensured that environmental protection is considered alongside social and economic development. Ensuring that no one is left behind during the green transition is one of the requirements of sustainable development. In 2023, the European Union established the Social Climate Fund to offset the increased costs that would be passed on to households and transport users as a result of including the building and road transport sectors within the Emissions Trading System. This study first outlines the historical and legal background of sustainable development. The Fund is then examined in terms of it’s legal foundations, social climate plans, financial structure, monitoring, evaluation, and enforcement mechanisms. Lastly, certain constitutional rights and principles are considered to assess whether a similar fund could be implemented in Türkiye.
