Ahkâm defterlerine göre 18. yüzyılda İstanbul'da finansal hayat

Abstract

İstanbul Ahkâm Defterleri bize bölgenin demografik yapısı, nahiyeleri, toplumun sorunları, halk arasındaki ilişkiler, toplumdaki finansal problemlerin sebepleri, dönemin iktisadi yapısı, esnafın durumu, halkın sıkıntıları gibi konularda bilgiler vermektedir. Tezimiz üç bölümden oluşmuştur. Birinci bölümde; ahkâm defterleri ve bu hükümlerin çıktığı merci olan divan-ı hümayun hakkında bilgi verildikten sonra İstanbul’un coğrafi sınırları ve kazaları hakkında bilgi verilmeye çalışılmıştır. İkinci bölümü olan hükümlerin analiz edilmesi başlığı zatında hükümlerin kazalara, dini inanç esaslarına, müracaat edenlere, şikâyet edilenlere ve başvurulan yıllara göre değerlendirmesi yapılmıştır. Bu bölümde daha çok veriler analiz edilmiş ve ortaya çıkan sayısal sonuçlar verilmiştir. Hükümlerin yıllara göre dağılımını gösteren tablolar oluşturulmuş ve yıllara göre oluşturulan tablolarda hükümler onar yıllık gruplandırmaya tabi tutularak; hükümler ile müracaat yılları arasında dönemsel bir ilişki kurulmaya çalışılmıştır. Üçüncü bölümde ise hükümler ihtilaflara göre değerlendirilmeye çalışılmıştır. Hükümler öncelikle finansal ilişkilerin temelini oluşturan borç, alacak, kredi ekseninde incelenirken; devamında ise finansal ilişkilerde ortaya çıkan hukuki muameleler, alacağın tahsili, iflas, vergi ihtilafları ve iltizam konuları alt başlıklar halinde incelenmeye çalışılmıştır. Alt başlıkların içeriklerinde ise anlaşmazlık türü ile ilgili kavramsal açıklama yapıldıktan sonra anlaşmazlığın tarafları, inançları, şikayetçi ve şikayet edilen tarafların konumları ve sonrasında ise anlaşmazlığın meydana geldiği kaza ve nahiyelerin değerlendirilmesi yapılmıştır. Thesis is composed of three parts.
