Belediyelerde performans programı-bütçe ilişkisi sorunu ve bir çözüm önerisi

Abstract

Belediyelerin ana amacı bulundukları yerleşim birimlerindeki ortak nitelikli yerel gereksinimleri karşılamaktır. Bu amacı yerine getirirken kullandıkları kaynaklarının etkin ve verimli şekilde kullanılması için bir sistem ihti- yacı doğmuştur. Bu sistem ihtiyacının sonucu olarak uluslararası çalışmalar sonucu ortaya çıkan ve ülkemizde de benimsenen yapı Performans Esaslı Bütçeleme Sistemidir. Performans Esaslı Bütçeleme Sistemi’nin üç un- suru; Stratejik Planlama, Performans Programı ve bütçedir. Bu üç unsurun hiyerarşik yapılanması ve gerçekleş- tirilme süreci ile bu süreç içerisinde ilişkilerinin analitik ortamda izlenebilirliğine ilişkin hususlar hususları ça- lışmamızın konusunu oluşturmaktadır.
