Publication: Eğitimde toplam kalite yönetimi ve kalite çemberi uygulaması
Abstract
Kalitenin kavramsal dönüşümü sonucunda, günümüzde varılmış olunan toplam kalite yönetimi felsefesi, öncelikle üretim sektöründe uygulanma fırsatı bulmuştur. Uygulamalar sonucunda organizasyonlarda: üretim, verimlilik ve kalitede meydana gelen iyileşmeler, bu yönetim tarzından diğer sektörlerde de yararlanılabileceği fikrini ortaya çıkarmıştır. Üst bürokratlar, eğitim teknokratları ve özel sektördeki eğitimle ilgili kurum ve kuruluşlar toplam kalite yönetimi felsefesi doğrultusunda inceleme ve uygulama çalışmalarına ivme kazandırmışlardır. Bilim ve teknolojideki değişimin başdöndürücü hızda olması, bu yönde eğitim veren kurumların, kendilerini sürekli geliştirerek, değişime ayak uydurabilme zorunluluğunu ortaya koymuştur. Bu yöndeki arayışlara katkıda bulunabilmek amacı ile, toplam kalite yönetimi felsefesi kapsamında yer alan, kalite kontrol çemberlerinin, eğitimde uygulanması bu araştırmada incelenmiştir. Araştırmanın ilk bölümlerinde literatür taraması, yapılarak, kalitenin tanımı ve tarihsel evrimi, takım çalışması, kalite kontrol çemberlerinin genel özellikleri, kalite geliştirme araç ve teknikleri ile eğitimde toplam kalite yönetimine yer verilmiştir. Yapılan öntest ve sontest istatiksel çözümlemeleri yardımı ile iki farklı öğrenci grubunun kalite kontrol çemberlerinden yararlanma düzeylerinin, başarıya olan etkisi bu araştırmada incelenmiştir.
Philosophy of the total quality management (TQM) which is reached in the present time, has first found the opportunity of being put into practice in the sector of production as a result of the conceptual revolution of the term quality. The recoveries and the improvements in the manufacturing, efficiency and quality which came forth with the applications, has revealed the idea that other sectors can also make use of this management type. Upper level managers in the ministry of National Education, scientists in thi area of education and the related foundations and institutions of the private sector caused acceleration in research and application studies within the extent of TQM philosophy. Occurrence of changes at extremely rapid rates in science and technology, have been the source of requirement of continual development of organizations and obligation of immediate adaptation to changes In order to contribute to the efforts in this recpect, application of quality control circles (QCC) -a subtitle of TQM philosophy- in education is that focused on in this study. Initial sections of the study include explanation of the quality and its historical evolution, team work, general characteristics of QCC, means and techniques of quality improvement and TQM in the education: all of which are obtaired with a defailed literature search. In this study the degree of making profit of QCC's by two separate groups of students is examined with using the statistical analyses of the pretest and final test.
