De Facto devletlerin uluslararası sistem ve toplumda yeri : Irak Kürt Bölgesel Yönetimi örneği

Abstract

Bu tez Irak Kürt Bölgesel Yönetimi’nin uluslararası sistem ve toplum ile ilişkilerini de facto devlet olma bağlamında ele almayı amaçlamaktadır. De facto devletlerin uluslararası sistemdeki önemi stratejik konumları ve sahip oldukları doğal kaynaklardan etkilenmektedir. Bu çalışma da Irak Kürt Bölgesel Yönetimi’nin stratejik konumu ve petrol-doğalgaz kaynaklarının dış ilişkilerini etkilemesini sorunsallaştırmaktadır. Irak Kürt Bölgesel Yönetimi’nin örnek olay olarak ele alındığı tezde Krasner’in egemenlik yaklaşımından hareketle Pegg’in “de facto devlet” isimlendirmesi ve Caspersen’in “tanınmayan devlet” tanımlaması temel alınmıştır. Çalışma Irak Kürt Bölgesel Yönetimi’nin egemenlik talebi kapsamında dış ilişkileri ve petrol-doğalgaz kaynaklarını yönetme politikası izlediği üzerinde durmaktadır. Bu açıdan Irak Kürt Bölgesel Yönetimi uluslararası toplum nezdinde meşruiyet elde etme ve kabul görme politikasını takip etmektedir. Yine stratejik konum ve ilişkilerin yoğunluğundan dolayı Irak Kürt Bölgesel Yönetimi’nin Amerika Birleşik Devletleri, Türkiye ve İran ile ilişkileri çalışmada ele alınmıştır. Aynı zamanda Irak Kürt Bölgesel Yönetimi’nin petrol ve doğalgaz kaynaklarını dış ilişkilerinde kullanması politikasına çalışmada yer verilmiştir. Bu bakımdan yapılan çalışma Irak Kürt Bölgesel Yönetimi’ninuluslararası sistem ve toplumdaki yerini anlamayı amaçlamıştır.

This dissertation aims to study the relations of Kurdistan Regional Government with international system and society within the context of de facto statehood. The significance of de facto states in the international system is affected by their strategic location and natural resources. Therefore, this study problematizes the effects of strategic location and oil-natural gas resources on foreign relations of Kurdistan Regional Government. The dissertation, which scrutinizes Kurdistan Regional Government as a case study, departs from Krasner’s “sovereignty” approach and is based on Pegg’s “de facto state” term and Caspersen’s “unrecognized state” definiton. The study highlights that Kurdistan Regional Government has been pursuing the policy of managing foreign relations and oil-natural gas resources within sovereignty claims. In this respect, Kurdistan Regional Government has policy of getting legitimacy and acceptance of international society. Due to strategic location and intensity of relations, the relations of Kurdistan Regional Government with United States of America, Turkey and Iran were also studied in the dissertation. As well, the policy of Kurdistan Regional Government of using oil and natural resources in the foreign relations takes place in the study. In this regard, this study sought to understand the place of Kurdistan Regional Government in the international system and society.
