RİSK YÖNETİMİ VE SİLAHLI KUVVETLERDE RİSK YÖNETİMİNİN UYGULANMASI Günümüzün globalleşen dünyasında, ekonomik koşullardaki dengesizlikler ve krizler, teknolojideki gelişmeler, rekabet koşulları, tüm kuruluşlarda iyi kurumsal yönetim ve buna paralel olarak etkin risk yönetiminin uygulanmasını kaçınılmaz hale getirmiştir.Bölgesel ve küresel koşullardaki değişiklikler, bilişim teknolojilerinin sistemler içerisindeki artan payı ve teknolojideki gelişmeler, ülkelerin güvenliğini tehdit eden unsurlardaki değişiklikler, askeri sistemlerde belirsizliğin ve risklerin yönetimini kritik hale getirmiştir. Ülkelerin güvenliğini tehdit eden unsurları teknolojideki değişmeler değiştirmiştir. Savunma sektöründe, bölgesel, ulusal ve dünya güvenliğini tehdit eden riskleri en aza indirgemek için, yeni teknolojiler yaratabilmek, ileri teknolojilere sahip olmak, diğer sektörlere göre daha kritiktir. Bu çalışma ile risk yönetimi genel bir çerçevede anlatılmış daha sonra silahlı kuvvetlerde risk yönetimi çalışmaları ve uygulaması konuları anlatılmaya çalışılmıştır. Silahlı kuvvetlerde risk yönetiminin hava kuvvetlerinde uygulandığı görülmüş olup, kara kuvvetleri için benzer bir çalışma geliştirilmiştir. The changes in the regional and global conditions, the developments in technology, growing share of informatics in the systems, the changes in the elements that threaten the countries' security made risk and indefiniteness in the military systems administration critic. The developments in technology changed the elements that threaten the countries' security. For reducing the regional, national and the risks which threaten the world in defense sector, it is more important to create new technologies, to have progressive technologies than other sectors. With this study, risk administration was explained in a general way and later on risk administration studies in the armed forces and applications were explained. It was seen that risk administration was applied in air forces and a similar study was developed for land forces.
