Publication: Mahalli idarelerde seçim sistemi alternatifleri: Türkiye açısından bir model denemesi
Abstract
Bu çalışmada demokrasinin tabandan tavana yayılmasını sağlayarak, vatandaşlara demokrasi kültürünün aşılanması açısından son derece önemli bir işlevi yerine getiren Mahalli İdareler seçim sistemini irdelemeye çalıştık. Bunu yaparken üç ana bölümden oluşan çalışmanın birinci bölümünde demokrasi, yerel yönetim ve seçim kavramlarını irdeleyip, Türkiye’de yerel yönetimler ve demokrasinin bugüne kadar gelinen süreçte hangi aşamalardan geçtiğine dair bilgiler verdik. İkinci bölümde dünyada uygulanmış olan veya halen uygulanan seçim sistemlerini genel olarak inceleyip, gelişmiş ülkelerin mahalli idarelerinde uygulanan seçim sistemlerine yer verdik. Son olarak üçüncü bölümde, Türkiye’de uygulanan seçim sistemlerini inceleyip, mevcut seçim sistemine getirilen eleştirilerle birlikte, temsilde adalet ve yönetimde istikrar ilkelerine olabildiğince eşit ağırlık verebilecek bir model önerisinde bulunup, önerdiğimiz bu modelleri çeşitli açılardan tartıştık.
In this study, we tried to examine the Local Government Voting System which fulfills a very important role for society to make them understand the democratic culture by providing the democracy spread from the individual to the whole public. In the first part of this three chapter study, the concepts of democracy, local government and election were examined and hitherto the stages taken by the Turkish local government and democracy were studied. A general review of voting systems, that have been applied or still being applied all over the world, were examined, and local government voting systems of developed countries were given in the second chapter. Finally in the third chapter, the voting systems applied in Turkey were examined. Taking into account the critics to the existing system, we proposed a voting system that gives equal weights to the principles of “justice in representation” and “consistency in administration”. We have also discussed various aspects of these proposed models.
