Abstract

zetim Toplumu, İnternet, Büyük Veri, Yeni İletişim Ortamları, Sosyal Medya ÖZET Gözetim Toplumu ve İnternet: Yeni İletişim Ortamlarında Gözetimin Dönüşümü Bu çalışmada, toplumsal dinamiklerde gözetimin bir kavram ve kuram olarak tarihten günümüze nasıl konumlandığı üzerinden, iktidarlar ve bireylerin bu dinamiklerde oynadığı roller ele alınmıştır. Özellikle internet ve yeni iletişim ortamları ile tarihten günümüze gözetimin dönüşümünü kapsamlı olarak anlatan bu çalışmada, internet ve yeni iletişim teknolojilerinin etkisi üzerinden, akışkanlaşan bir gözetim ile karşı karşıya kalındığı gerçeğine ulaşılmıştır. Gözetimin her yerdeliği ve farkındalığının açıkça hissedildiği günümüz dünyasında, bireyin mahremiyeti de sadece iktidarın gözetimi ile değil kendi kendini teşhiri ile de yeni bir boyut kazanmıştır. “Dikizleme Çağı” olarak adlandırılan bu çağ ile birlikte bilgi iletişim teknolojileri izleme, gözetleme gibi bazı alanlarda iktidarları baştan çıkaran yetenekler sunmuştur. Bu araçlar vasıtasıyla baskıcı, totaliter ve antidemokratik eğilimlere yönelmenin olağan hale geldiği tespit edilmiştir. Bu nedenle bu çalışmada, e-devlet gibi uygulamaların, sunduğu pek çok olumlu gelişmenin yanında, kişi mahremiyeti ve demokrasi açısından olumsuz pek çok kritik tehlikeyi de bünyesinde barındırdığı sonucuna ulaşılmıştır. Sosyal, politik ve ekonomik birçok etkeni içinde barındıran bu çalışma kapsamında, gözetim üzerine dünyada önemli çalışmalara imza atmış isimlerle gerçekleştirilen mülakatlar ile toplum ve bireyin tarihsel süreçte nasıl konumlandığı ve günümüzde nerede yer alması gerektiği üzerinde önemli veriler değerlendirmeye alınmıştır. Elde edilen verilerin ileride bu konu ile ilgili yapılacak olan çalışmalara yön vereceği, özellikle de bu alanda gelinen noktada “büyük veri”nin gözetimde oynayacağı rol üzerinde araştırma yapmanın da önemli sonuçlar doğuracağı düşünülmüştür. Surveillance Society and Internet: The Transformation of Surveillance in The New Communication Media In this study, based on how surveillance has been positioned within social dynamics throughout the history, the roles that the (political) powers and the individuals have played within these dynamics is observed, as a concept and theory. In the study, which extensively evaluates the transformation of surveillance through the history up to now especially via the Internet and the new communication media, it has been concluded that the surveillance is increasingly gaining fluency based on the Internet and the new communication technologies. In today’s world where the presence and awareness of surveillance is felt openly, the issue of the privacy of the individual has gained a new dimension, not only through governmental surveillance but also through the individual’s self exposure. With this new age called “The Age of Peeping”, the new information technologies, have provided the governments new possibilities of tracking and spying in some areas. It has been observed that the inclination towards oppressive, totalitarian and anti-democratic rule has become common with these tools. Thus, the study has shown that, in addition to some positive developments offered by the applications like e-state, this process has many critical dangers such as the privacy of the individual and the democracy. In the content of the study, which incorporates many social, political and economic factors, by the help of the interviews with some outstanding authors and academics that developed internationally important studies on the surveillance, some specific data on how the society and the individual have been positioned through the history, and how they should take place in today’s world have been analyzed within this context. It is also considerable that, the data obtained here will lead to further studies about this subject, and especially about the role of “the big data” on surveillance, as a topic for further research.
