HABERMASÇI BURJUVA KAMUSALLIĞININ DEMOKRATİK İÇERİĞİ

Abstract

Bu çalışmanın amacı kamusallık düşüncesinin Jürgen Habermas tarafından ele alınış biçiminin toplumsal varoluşu barışçıllaştırma yönünde iletişimsel bir düzenek şeklinde kavranabilecek demokrasi ile olan ilişkisinin niteliğini sorgulamaktır. Bu bağlamda, öncelikle incelemenin kuramsal yapısını oluşturan demokrasi kavramından bahsedilecek, ardından Habermasın kamusallık düşüncesi ortaya konarak burjuva kamusallığı kavramsallaştırmasının günümüz toplumsal gerçekliğinde demokratik bir içerik arz edip etmediği sorgulanacaktır. Çalışmada, aynı zamanda, çağcıl demokrasi anlayışına temel oluşturan eşit tanınma sisteminin, her ne kadar prosedürel olarak eşit katılım ve özgür söyleme dayanan bir müzakere ortamının kurumsallaşması yönünde radikal bir adım olduğu öngörülse de, Habermasçı kamusallık anlayışında sınırlı bir kapsayıcılığa sahip olduğu vurgulanacaktır.

The aim of this study is to questionize the qualification of the relationship between the Habermasian thought of publicity and democracy which can be considered as a communicational mechanism directed to bring peace to social existence. In this context, firstly the term of democracy which constitutes the theorical form of the study will be mentioned, then Habermas publicity thought will be exhibited and it will be questionized that whether the theorization of bourgeous publicity finds a democratic response in today s social reality or not. In this study, at the same time, it will be emphasized that equal recognition system, which provides a basis for contemporary democracy understanding and wihch can be foreseen as a radical step towards institutionalization of negotiation enviorement depending on procedurally equal participation and free speech, has a limited comprehensiveness in Habermasian public sphere understanding
