Güvenlik-kalkınma ilişkisini anlamak : Güney Kore, Brezilya ve Türkiye örnekleri üzerinden karşılaştırmalı bir analiz

Abstract

Hem küresel politikada hem de Uluslararası İlişkiler disiplininde, güvenlik ve kalkınma alanların 1990’lü yılların başında geçirdiği paradigma değişimi neticesinde iki alanı bir ilişki/ bağ içinde düşünmenin önü açılmıştır. Bu bağlamda, bu çalışmada, disiplinde güncelliğini ve başat konumunu koruyan güvenlik ve kalkınma yazınlarının 1990’lı yıllardan itibaren geçirdiği paradigma değişimi incelenmiş, söz konusu ilişki/ bağ insani güvenlik ve insani kalkınma kavramlarının kapsamı, konu ve inceleme alanlarından hareketle kurulmuştur. İnsan güvenliği, güvenliğin referans nesnesinin bireyler kabul edildiği, güvenlik tehditlerinin çeşitliliği ve genişliğinden hareketle bireylerin, grupların, toplulukların farklılaşan güvenlik ihtiyaç ve taleplerinin merkeze konduğu bir perspektiftir. İnsani kalkınma, ekonomik büyüme ve gelişmenin ötesinde insanların, toplumların refahı, sosyal ve demokratik hakları, iyi ve sağlıklı koşullarda yaşamlar sürmelerini ele alan anlayıştır. Bu çerçevede, bu çalışmada her iki alanın araştırma konu ve sorunları, mevcut literatüre referansla bir ilişki içinde kavranmış, bu ilişkisinin istatistiki ölçümü Güney Kore, Brezilya ve Türkiye örnekleri üzerinden yapılmıştır. Farklı coğrafi bölgelerde yer alan bu üç gelişmekte olan ülkenin güvenlik-kalkınma ilişkisi bu çalışma kapsamında oluşturulan Güvenlik-Kalkınma Endeksi (GKE) ile ölçülmüş, güçlü, orta ve zayıf ölçeklerinde karşılaştırılmıştır.

Both in global politics and in the discipline of International Relations, the fields of security and development have paved the way for thinking of the two fields in a relationship/ link as a result of the paradigm shift they have undergone over time. In this study, the paradigm shift that has taken place in security and development literature, which maintains its current and dominant position in the discipline, has been examined since the 1990s, and the mentioned relationship/ link has been established based on the scope, subject and study areas of the concepts of human security and human development. Human security is a perspective in which individuals are accepted as the reference object of security, and the different security needs and demands of individuals, groups, and communities are put at the center taking into the consideration the diversity and the wide range of security threats. Human development is an understanding that deals with the welfare of people and societies, their social and democratic rights, and their living in good and healthy conditions, beyond economic growth and development. The research topics and problems of both fields are grasped in relation to existing literature, and the statistical assessment of this relationship is made drawing from the examples of South Korea, Brazil and Turkey. The security-development nexus in these three developing countries that are located in different geographical regions was measured with the Security-Development Index (SDI) created within the scope of this study, and compared on a scale of weak, medium, and strong.
