Afganistan’da modernleşme süreci : 1900-1929

Abstract

Modernleşme hareketleri Müslüman dünyada sancılı bir dönemi ifade etmektedir.Modernleşme planları, bu ülkelerin bir yandan çağın gereklerine uymak için aceleylegerçekleştirilmeye çalışılan projeler ile, diğer yandan geleneksel yapıların bu çabalara direnciarasında sıkışmalarına sebep olmuştur. Afganistan da modernleşmenin seyir açısındandramatik bir örnek olarak görülebilir. Çalışmamız “Afganistan’da Modernleşme Süreci: 1900-1929”adı altında incelenmektedir.Çalışma üç bölümden oluşmaktadır. Giriş bölümünde Afganistan tanıtılmış ülkenincoğrafi yapısı, köklü tarihi hakkında ve ülkede yaşayan etnik gruplar hakkında genel bilgilerverilmiştir. Birinci bölümde Afganistan’ın Dürrani ailesi etrafında birleşmesi konusuincelenmiş ve ülkenin yakın tarihine değinilmiştir. İkinci bölümde Afganistan’ınmodernleşmesi çabalarının sembol ismi Mahmud Tarzi ve onun Türk aydınlarıyla olanilişkisine odaklanılmıştır. Son bölüm ise Emanullah Han’ın reformlarına ayrılmıştır.Anayasadan, toprak sistemine, sanayileşmeden eğitime, kadın haklarından diplomasiye kadarçok geniş alanlarda mühim değişikliklere imza atan Emanullah Han, orduyu ihmal etme vegeleneksel yapıyı hızlı biçimde ortadan kaldırmaya çalışmak gibi hatalar da yapmıştır.Çalışmanın en geniş kısmını kapsayan bu bölümde reformların güçlü ve zayıf yanları ayrıntılıbiçimde irdelenmektedir. Sonuç kısmında Afganistan’daki modernleşme hareketininAfganistan halklarına etkisi tüm bu bilgiler ışığında incelenmiştir.

Modernization movements represent a painful period in the Muslim world.Modernization plans have caused these countries to be squeezed between the projects that arebeing carried out to comply with the requirements of the era and the resistance of traditionalstructures to these efforts. Afghanistan can be seen as a dramatic example in terms of theprocess of modernization. This study have been analyzed the modernization process inAfghanistan between 1900-1929 periods.The study covers three sections. Introduction covers general information about thegeographic structure, long history and the ethnic groups living in this country. In the firstsection the unification of Afghanistan around Dürrani family is examined and the recenthistory of the country is focused on. In the second section the study focuses on MahmoudTarzi, the symbol of the modernization of Afghanistan, and his relationship with the Turkishintellectuals. Finally, the study examines the reforms of Emanullah Han. From theconstitution to the land system, from industrialization to education, from women's rights todiplomacy, Emanullah Han has made significant changes. He also made important mistakessuch as neglecting the army and trying to eliminate the traditional structure. This section,which covers the widest part of the study, examines the powerful and weak aspects of thereforms. In the conclusion section, the effect of the modernization movement in Afghanistanon the peoples of Afghanistan has been analyzed in the light of all this information.
