Abstract
EMNİYET TEŞKİLATI’NDA BİLGİ VE BELGE YÖNETİMİNİN ÖNEMİ Yüksek Lisans, Bilgi ve Belge Yönetimi MSOY Bu çalışmada, Türklerin tarih sahnesinde görülmesinden bu yana geçen zaman sürecinde, Türk Emniyet Teşkilatı'nın günün şartlarına uygun olarak tarihsel süreçteki değişimi, gelişimi, teşkilat yapılanması ve bilgi ve belge yönetim sistemleri nedir sorusuna cevap aranmıştır. Bu araştırma ile Emniyet Teşkilatı’nda bulunan bilgi ve belge yönetim sistemleri uygulamaların daha etkin bir şekilde kullanılabilmesi, personelin çalışma koşullarının ve çalışma şartlarının düzenlenmesi ayrıca çalışanların veriminin artırılması amaçlanmıştır. Gelişen teknolojiyle birlikte yeni ve farklı suç türleri ortaya çıkmıştır. Bunun sonucu olarak güvenliği sağlayacak bireylerde artık fiziksel gücün tek başına yeterli olmadığı; teknolojik yeterliğe sahip, sosyolojik ve psikolojik olarak toplumu ve bireyleri tanıyan bir bilgi toplumu polisine ihtiyaç duyulmasına neden olmuştur. Bu nitelikte güvenlik ihtiyacını sağlayacak bireylerin yetiştirilmesi için teşkilatlanma ve eğitim sistemine gereklilik doğmuştur. Bu doğrultuda teşkilatlanmasını bilen ve bireyleri eğitme yeterliliğine sahip olan toplumlar, güvenliklerini sağlama ve toplumun bir arada huzurlu bir şekilde yaşamasını temin etme yönünde başarılı olmuşlardır. Bu tezin de amacı Emniyet Teşkilatı kurumunun işlevselliğine ve üretkenliğine olumlu katkılar sağlamaktır. Bu araştırmanın ilk bölümünde Türk toplumunun tarihi süreçte güvenlik ihtiyacını nasıl giderdiği, Osmanlı İmparatorluğu’nda Emniyet Teşkilatının yapılanması ve Emniyet Teşkilatının günümüzdeki yapılanması incelenmiş, tezimizin ikinci bölümünde Bilgi ve Belge Yönetim sistemleri ile ilgili genel ilkelere değinilmiş, Türk Emniyet Teşkilatının geçmişten günümüze kullandığı bilgi sistemleri ve evrak tasnifi, dosyalaması, arşivlenmesi ve muhafazası gibi konularda hangi uygulamaların yapıldığı incelenmiş, araştırmanın son bölümünde de sonuç ve öneriler açıklanmıştır. The importance of the information and documentation management in The Turkish Police Force Department of Information and Documentation Management, Masters Degree In this study, we focus on the changes and the developments of the Turkish Police Force with its structured advancement, information and documentation management since it’s emergence in history. With this study, we are seeking for the answers to how information and documentation management can be utilized in a maximum efficiency, how the working conditions of the personnel can be improved and how much productivity can be gained through different organizations of the personnel. As the technology advances, different crimes have emerged in the recent years. As a result of these changes, it can be concluded that the physical strength of each individual police force is not enough. We are in need of personnel who have the knowledge of current technological advancements and who can recognize the different aspects of society that has the people who are interacting with the police force. This new way of approaching to preventing and solving the crimes requires new techniques of teachings at the police academies. It has been proven that the developed nations whose police forces trained to gain this perspective have been more successful in providing broader and peaceful service to their people. The purpose of this theses is to examine and show different solutions to the productivity and systemic working of The Turkish police force. In the first part of this study, we are looking into how the Ottoman Turks had dealt with its security needs and how it had structured its police force in light of today's structure. In the second part of the study, we are looking into the principals of information and documentation management throughout its history, its classification of documentation, filing system of the documents, archiving and securing the archives. In the last part of the study, we state our findings and suggestions on how to improve current conditions on the matter of the subject.
