Abstract

RTÜK VE GELİŞMİŞLİK ORANINA GÖRE ÜLKELERİN RADYO-TV YAYINLARI, DENETİMİ VE KARŞILAŞTIRILMASI Uzun yıllardır özenle ve büyük hassasiyetle korunmaya çalışılan ulusal sınır kavramı hem teknolojik hem de kavramsal olarak anlamını kaybetmeye başlamıştır. Bunun temelindeki en büyük etken ise kuşkusuz yeni iletişim düzenidir. Az gelişmiş ve gelişmekte olan ülkeler açısından durum daha karmaşıktır. Siyasal sistemleri, ekonomik ve kültürel yapıları gelişimler karşısında çaresiz kalmaktadır. Yeni teknolojiler karşısında duyarsız kalamadıklarından dış borçları artmakta dolayısıyla gelişmiş ülkelere bağımlılıkları her yönden pekişmektedir. Bu gelişmelerin toplumun geneline nasıl etkide bulunduğu da tartışılacak bir konudur. Az gelişmiş pek çok ülkede, yeni iletişim teknolojilerinin kullanımından halkın haberi bile olmamakta, gelişmeler yalnızca toplumsal elitlerin ve uluslar arası sermaye sahiplerinin işine yaramaktadır. Üstelik bu teknolojilere harcanan para halkın sırtından ödendiği için yoksulluk daha da artmaktadır. Avrupa'da ve dünyada yayıncılık alanında 1980'li yıllarda başlayan bu teknolojik, ekonomik ve politik değişimler sürecini Türkiye'de yoğun bir biçimde yaşamıştır. Kanal sayısı artmış, uydu ve kablo yayıncılığının yanı sıra özel radyo ve televizyon istasyonlarının sancılı bir şekilde yayın hayatına girmeleri gündemi uzun süre meşgul etmiştir. Yasal olarak yayıncılık tekelinin TRT Kurumu’na verilmiş olması yüzünden sorunlar yaşanmış, yasal boşluklardan yararlanan ticari kuruluşlar oldu-bitti tarzında mantar gibi türemiştir. The Radio-TV Broadcasting of the Countries, the Control and the Comparison According to RTÜK and Their Development Rates The concept of national borders that’s tried to be protected for many years has started to lose its both conceptual and technological meanings. The latest communication order is certainly the major factor in basis. The situation is more complicated from the point of poor developed and the developing countries. Their political systems, economical and cultural structures are helpless against the developments. Since they can’t be indifferent to the newest technologies their exterior loans increase and so their dependence on the developed countries grow by all means. It can also be discussed how the majority of the society is influenced by these developments. In many poor developed countries the public is unaware of the latest communication technologies and these developments make benefit only for the elite and international capitalists. Moreover, since these technologies are paid at public’s expense poverty increases more. Turkey has also intensively experienced this process of technological, economical and political changes in Europe and around the world in broadcasting beginning in 1980s. The amount of channels has increased; besides the satellite and cable broadcasting the painfully beginning of the private radio and TV stations has kept the headlines busy for a long time. There has been some problems since TRT Corporation is given the legal monopoly of broacasting and the commercial establishments which took the advantages of the gaps in law has rapidly increased.
