Abstract

“RESMÎ VE ÖZEL ORTAÖGRETİM KURUMU YÖNETİCİLERİNİN KARAR VERME SÜREÇLERİNİN ETİK DEĞERLER VE İLKELERR AÇISINDAN İNCELENMESİ” (istanbul İli Örneği) Karar verme ve etik, egitim kurumu yöneticilerinin görevlerini yerine getirirken basvurmak zorunda oldukları iki temel yaklasımdır. Bu nedenle, bu arastırmanın ana problemini, okul yöneticilerinin benimsedikleri karar verme stratejileri ve bu stratejilerin gelistirilmis olan etik ilkelere uygunluklarının belirlenmesi olusturmaktadır. Bu amaçla, stanbul ilindeki resmî ve özel okullarda görev yapmakta olan yönetici ve ögretmenlere Etik lkeler Listesi Anketi ile Karar Stratejileri Ölçegi uygulanmıstır. Elde edilen veriler, betimsel istatistik yöntemleri kullanılarak yorumlanmıstır. Arastırmada elde edilen en çarpıcı sonuç, özel okullarda görevli yöneticilerin kendilerini resmî okullardaki yöneticilere göre daha fazla elestirebilmeleri olmustur. Bu durum, özel okul yöneticilerinin gelismeye ve kisisel yenilesmeye daha açık oldugu sonucunu vermektedir. Yönetici ve ögretmenlere uygulanan anket sonuçları, yöneticilerin kendilerini etik ilkelere tam uygun davrandıkları yönünde degerlendirdiklerini, buna karsılık ögretmenlerin bazı konularda yöneticilerinin etik ilkelere uygunluk konusunda yetersiz oldugunu düsündüklerini ortaya koymaktadır. Bu durumun, yönetici ve ögretmenlerin görev farklılıklarından, ögretmenlerin aldıkları egitimden ve edindikleri meslek birikiminden kaynaklandıgı düsünülmektedir. A STUDY ON DECISION-MAKING PROCESSES OF PUBLIC AND PRIVATE HIGHSCHOOL ADMINISTRATORS FROM THE PERSPECTIVE OF ETHICAL VALUES AND PRINCIPLES Decision making and ethics are two fundamental issues for school administrators to refer to while managing their schools. Therefore, the aim of this research is formulized as finding out the decision-makinf strategies of school principals, and evaluating the appropriateness of their strategies to ethical values and principles. To reach this objective, a List of Ethical Principles, and a Questionnaire of Decision-Making Strategies have been given to the headmasters and teachers of high schools in Istanbul, both public and private. The most striking result reached at the end of the research is that the private school principals are more critical toward themselves than the headmasters of the public schools. This information implies that private school headmasters and teachers are more motivated to following new trends and approaches, anda re more ready to adapt themselves into new situations. The results of the questionnaire on ethical principals show that the school principals evaluate themselves as performing their duties in a complete agreement with ethical values, whereas teachers criticize their principals in some aspects of ethical decision-making. This result is supposed to have been derived from the differences in the positions of headmasters and teachers, the education and training given to the teachers, and finally their Professional experiences.
