Abstract
Bu araştırmanın amacı, öğretim üyelerinin yükseltilmesi ve atamasında istenen minimum kriterleri analiz etmek ve bu kriterlerin üniversiteler arasında farklılaşıp farklılaşmadığını ortaya çıkarmaktır. Bu araştırmada doküman analizi yöntemi kullanılmıştır. Araştırmada kullanılan evren 2000 yılından önce kurulan 72 üniversitenin atama ve yükseltme yönergeleridir. Bu üniversitelerin 60 tanesinin atama ve yükseltme yönergelerine ulaşılmıştır. Araştırmada elde edilen veriler içerik analizi tekniği ile çözümlenmiştir. Bu araştırmadan elde edilen bulgular şöyle özetlenebilir; üniversiteler arasında öğretim üyelerinin atama ve yükseltilmesi konusunda büyük farklılıklar vardır. Araştırmada elde edilen frekans (f) ve yüzdeler de bu durumu desteklemektedir. Fen bilimlerinde, mühendislik alanında, sağlık bilimlerinde ve sosyal bilimlerde gerek yardımcı doçentlik ve doçentlikte gerekse profesörlükte istenen minimum kriterler hem bu alanların birbiri arasında hem de üniversiteler arasında önemli değişiklik göstermektedir. Öğretim üyelerinin atama ve yükseltilmesinde birincil indekslerde taranan dergilerde yayınlanan bir makalenin puan karşılığı üniversiteler arasında farklılaşmaktadır. Bu durum, birincil indekslerde taranan dergilerde yayınlanmış makaleye verilen önem açısından üniversiteler arasında farklılıklar olduğunu göstermektedir.
The aim of this research is to analyze the minimum criteria required for the appointment and promotion of lecturers and to determine whether these criteria differ among universities. Document analysis method was used in this study. The universe used in the research is the appointment and promotion instructions of 72 universities established before 2000. The appointment and promotion instructions for 60 of these universities have been reached. The data obtained in the research were analyzed by content analysis technique. Findings from this study can be summarized as follows; there are major differences in the appointment and promotion of lecturers among universities. The frequencies (f) and percentages obtained in the research also support this situation. In science, engineering, health sciences and social sciences, the minimum criteria required for assistant professorship and associate professorship, as well as professorship, both vary between these areas and between universities. The allocation of points for an article published in journals scanned in the primary indexes for the appointment and promotion of lecturers varies among universities. This shows that there are differences between universities in terms of the importance given to published articles in journals scanned in primary indexes.
