R.1338/ M.1922-1923 tarihli Millî Nevsâl'in transkripsiyon ve değerlendirmesi

Abstract

Bir yılda meydana gelen olayları toplu bir biçimde anlatan eserlere yıllık denir. Osmanlı Türkçesinde salnâme veya nevsâl olarak adlandırılan yıllıklar, yazıldıkları dönemin tarihi, coğrafi, siyasi, iktisadi, bilimsel, sosyal ve kültürel durumu hakkında önemli bilgiler içerirler. Salnameler hazırlanma amaçları ve içerik bakımından kendi aralarında resmî ve özel olmak üzere iki grupta değerlendirilirler. Bu çalışmada, İstanbul Kanaat Kütüphanesi tarafından yayımlanan Rumî 1338 tarihli Millî Nevsâl’in transkripsiyon ve değerlendirilmesi yapılmıştır. İçeriğindeki konu çeşitliliği ve yayımlandığı dönem açısından Millî Mücadele yılları ile Cumhuriyet’in ilk yılına rastlayan Millî Nevsâl, özel yıllıklar arasında önemli bir yere sahiptir. Zira kongreler, savaşlar, zaferler ve antlaşmalar sıcağı sıcağına kaydedildiği için o günün heyecanını yansıtmaktadır. Bunun yanında bütçe, borçlar ve demiryolu gibi başlıklar altında konuların Osmanlı dönemindeki gelişimi ile TBMM hükümetleri dönemindeki durumun birlikte verilmiş olması her iki dönemin mukayesesini yaparak bir kanaate ulaşabilme imkânı sunmaktadır. Edebî, sanatsal, kültürel ve sportif faaliyetlerle ilgili bilgiler ise hem mevcut birikimden haberdar etmekte, hem de yeni rejimin sosyal politikaları hakkında fikir vermektedir. Tarih disiplini konusundaki bilgi de aynı şekilde Cumhuriyet Türkiye’sinin bu alana bakışını anlamamızı sağlamaktadır.

The works which describe the events that take place in a year collectively are called annuals. The annuals which are called Salname or Nevsâl in Ottoman Turkish contain important information about the historical, geographical, political, economic, scientific, social and cultural situation of the period in which they were written. Salnames are evaluated into two groups according to their goals of preparation and their contents as official and private Salnames. In this research, the dated 1338 in Rumi calendar Millî Nevsâl which was published by Istanbul Kanaat Library was transcribed and evaluated. Millî Nevsâl has an important place among the special annuals thanks to its content variety and the published period that includes National struggle years and first year of Turkish Republic. Because the congresses, wars, victories and treaties were recorded in the heat of the moment so it gives the excitement of that time. In addition, the development of the subjects under the headings such as budget, debts, and railway in the Ottoman period and the status of these subjects in TBMM government period are given together which helps to make comparison of these periods and reach an opinion about them. Information about literary, artistic, cultural and sports activities both informs about current accumulation and gives an idea of the social policies of the new regime. Information of the history discipline also allows us to understand the perspective of Republic of Turkey in the field.
