Publication: Economic diversification efforts of Qatar : Qatari investments in Türkiye
Abstract
Katar’ın yatırımları savunma sanayi, emlak, borsa, teknoloji, sağlık ve enerji gibi birçok farklı alanda görülmektedir. Bu tez ̈Katar 2008-2020 yılları arasında neden Türkiye’ye farklı sektörlerde yatırım yapıyor? ̈ sorusuna cevap verir. Tezin amacı Katar’ın yatırımlarına ilişkin politik ekonomi bir bakış açısı sunmaktır. Tez, rantçı devlet özelliklerinden sıyrılıp son dönemde petrol gelişmeci bir ülke olarak Katar’ın ekonomisini çeşitlendirmeye çalıştığı için farklı ülkelere ve sektörlere yatırım yapmaktadır hipotezini savunmaktadır. Tez, bu hipotezi rantçı devlet teorisi ve petrol gelişimciliği kavramlarıyla açıklamaktadır. Tezin ikinci hipotezi ise özellikle Türkiye’ye yatırım yapmasının sebebinin iki ülkenin geliştirdiği stratejik ortaklığa kadar giden ve bu tezde karşılıklı bağlılık teorisi ile tartışılan ilişkisi olduğunu söylemektedir. Katar’ın Türkiye’deki yatırımlarının 2008 yılında yayınlanan Katar Ulusal Vizyon 2030’dan sonra yoğunlaştığını savunan bu tez, bir vaka çalışmasıdır.
Qatar's investments are seen in many different areas such as defense industry, real estate, stock market, technology, health and energy. This thesis answers the question Why is Qatar investing in Turkey in different sectors between 2008-2020? The aim of the thesis is to present a political economy perspective on Qatar's investments. The thesis defends the idea that Qatar has been investing in different countries and sectors as it has tried to diversify its economy as a resource rich country by getting rid of its rent-seeking state characteristics and eventually achieving sustainable economy. This thesis explains this argument with the concepts of rentier state theory and petro-developmentism. The second argument of the thesis says that the reason for investing in Türkiye in particular is the relationship that goes back to the strategic partnership developed by the two countries and is discussed with the interdependence theory in this thesis. This thesis, which argues that Qatar's investments in Turkey intensified after the Qatar National Vision 2030, published in 2008, is a case study.
