28. numaralı Rumeli ahkâm defteri s.1-40 (1777) (inceleme-metin)

Abstract

Bu çalışma 28 numaralı Rumeli Ahkâm Defterinin transkripsyon ve incelemesidir. Eyâlet Ahkâm Defterleri 18. yüzyılın ortalarına doğru bürokratik işlemleri kolaylaştırmak ve netleştirmek için yeniden düzenlenen şikâyet defterinden biridir. Atik Şikâyet defterine göre daha kullanışlı ve hızlı bir bürokratik işleyişi sağlamıştır. Bu defter H.1190-1191/ M.1776-1777 tarihleri arasındaki hükümleri kapsamaktadır. Çalışmanın kapsamını daraltmak için ilk 40 Sayfaya kadar olan kısım içerisinde yer alan 135 hükmü inceledik. Tezde öncelikle hükümlerin transkripsiyonu yapılmış, daha sonra da hükümlerin muhtevası kısaca özetlenmeye çalışılmıştır. Bu çalışmada Osmanlıların Rumeli'ye geçişini ve Rumeli'deki sosyal hayatı idarî, adli iktisâdî kısımlarını genel anlamda inceledik.

This thesis is the translation and survey of no.28 of Ahkâm Defteri in Rumelia. In mid 18th century, Ahkâm defteri was newly appeared as a branch of şikâyet Defteri(Record book of Complants). The aim of this distinction between Şikâyet Defteri and Ahkâm Defteri is to make bureaucractic procedures easire and clearer. Ahkâm Defteri provided faster and more practical bureaucractic processes. This No.28 Ahkâm Defteri contains edicts which were issued between 1776-1777. To narrow the scope of the survey, we took 40 pages from this Ahkâm Defteri and this contains 135 edicts. We translated and analyzed these 135 edicts. Short summaries for each edicts are also included. The conquest of Rumelia bu Ottomans and social life in Rumelia are mentioned in general. The general subjects of edicts are somthing administrative, judicial or economic. Therefore we also mentioned administration, jurisdiction and economy in Rumelia, too.
