Abstract
ÖZETOsmanlı Devleti’nde modern manada okulları ve yurt dışına gönderilen talebeleriteftiş çalışmaları Tanzimat döneminde başlamıştır. II.Abdülhamid döneminden itibaren ülkeçapında mekteblerin çoğalması,yurt dışına gönderilen talebeleri teftiş ihtiyacınınartması,yabancı ve cemaat mekteblerinin Osmanlı Devleti aleyhine yaptıkları olumsuzfaaliyetler Osmanlı devlet adamları ve maarifçilerinin mekteblerin denetimi meselesine dahaciddiyetle eğilmelerine sebep olmuştur.Bununla birlikte II.Meşrutiyet döneminde eğitimde teftiş ve merkezileşmeye dahaçok önem verilmiştir. Eğitimin sosyal ve siyasal olaylar üzerindeki etkisinin belirgin olarakgörülmeye başlamasıyla merkezi idare tarafından teftişle ilgili yönetmelikler hazırlanmış veakabinde de ülkenin farklı yerlerine müfettişler gönderilmiştir. Ancak Osmanlı devletadamları ve maarifçilerinin bütün iyi niyetli çabalarına rağmen ne II.Abdülhamid dönemindene de II. Meşrutiyet döneminde mektebler üzerinde sağlam bir denetim mekanizmasıkurulamamıştır.Osmanlı eğitimi,eğitimin teftişi,eğitim ve öğrenci müfettişleri.
ABSTRACTEfforts to inspect schools and students sent abroad in the modern sense startedduring Tanzimat Reform Era in the Ottoman Empire. From the period of Abdulhamid,the 2nd,on the nationwide increase in the number of schools, rise in the need to inspect students sentabroad,and negative activites carried out by the foreigner and community schools against theOttoman Empire urged the Ottoman statesmend educators to adres the matter of inspectingschools more seriously.Concordantly, educational inspection and centralization were attached furtherimportance during the Second Constitutional Era. In consequense of witnessing thesignificant impact of education on social and political developments, the centraladministration started to draft regulations on inspection and then to send inspectors theverious parts of the country . However, the Ottoman statesmen and educators failed toestablish a sound inspection mechanizm over schools neither during the period ofAbdulhamid,the 2nd,nor during the Second Constitutional Era despite all of their bona fideefforts.Ottoman education, educational inspection, education and studentinspectors.
